MAMMADYAROV MEETS OSKANIAN IN MADRID
Foreign ministers Elmar Mammadyarov of Azerbaijan and Vardan Oskanian of Armenia met Thursday in Madrid, Spain, to discuss settlement of the Nagorno-Karabakh conflict.
The meeting was held in the presence of the OSCE Minsk Group co-chairs as well as Russian Foreign Minister Sergey Lavrov and US Under Secretary of State Nicholas Burns.
“Some proposals made by the OSCE Minsk Group Co-Chairs on settlement of the Nagorno-Karabakh conflict have already been agreed”, said Elmar Mammadyarov following the meeting which took place within the framework of the OSCE`s 15th Ministerial Council.
Mammadyarov stressed all the barriers impeding the talks must be eliminated.
“These problems are liberation of territories, restoration of disrupted communications and the return of refugees and IDPs to their homelands”, the Azerbaijani minister added.
French Co-Chairman of the Minsk Group Bernard Fassier said the meeting was aimed at encouraging the conflicting parties to lay foundation for peaceful settlement of the Nagorno-Karabakh conflict.
Russian Foreign Minister Sergey Lavrov said all positive results achieved in the Nagorno-Karabakh peace process have been for the first time collected in a single document.
He called the meeting between the Azeri and Armenian foreign ministers an important step towards finding a peaceful solution to the dispute.
In his address during the OSCE Ministerial Council, the organization`s chairman-in-office Miguel Angel Moratinos stressed the necessity for showing political will to solve “frozen conflicts”.
President of the OSCE Parliamentary Assembly Goran Lennmarker noted the importance of peaceful solution of the conflicts in Nagorno-Karabakh, Abkhazia, South Ossetia, Transdnistria and Kosovo.
Speaking on the Nagorno-Karabakh conflict, Lenmarker emphasized there is “a golden opportunity” for a peace agreement.
On the same day, Mammadyarov met with the OSCE representative on freedom of the media Miklos Haraszti.
On Friday, the Azeri minister will address the OSCE`s 15th Ministerial Council.
