“Women in the History of Azerbaijan’s Parliamentarism”: From Past to Present

An international conference titled “Women in the History of Azerbaijan’s Parliamentarism” has been held in Baku.
Organized as part of cooperation between Azerbaijan’s Milli Majlis and the CIS Interparliamentary Assembly (IPA CIS), the event brought together members of the Milli Majlis, representatives of the Secretariat of the CIS IPA Council, the Azerbaijan National Academy of Sciences, the Parliamentary Assembly of Turkic States, and the State Committee for Family, Women and Children’s Affairs, as well as scholars and experts.
Addressing the event, Ramin Rzayev, Director of the Baku branch of the IPA CIS International Institute for Monitoring Democracy Development (IPA CIS IIMDD), said that the Constitution of independent Azerbaijan, adopted in 1995 on the initiative and under the direct leadership of Heydar Aliyev, provides the legal foundation for the country’s gender policy. He stressed that the policy aimed at protecting women’s rights and ensuring their active participation in public and political life is being continued today by President Ilham Aliyev.
Ivan Mushket, Deputy Head of the IPA CIS Council Secretariat and Director of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD), emphasized that extensive scholarly research had been conducted on the history of parliamentarism in Azerbaijan. He noted that one of the outcomes of this research was the publication of a book titled “Women in the History of Parliamentarism.”
Jala Aliyeva, Deputy Chair of the Milli Majlis Committee on Family, Women and Children’s Affairs, said that 26 of the 125 members of the seventh convocation are women, raising women’s parliamentary representation from 11% in 2005 to 21%.
Uzbekistan’s Ambassador to Azerbaijan Bahrom Ashrafkhanov hailed the work of women MPs.
Discussions covered the role of women in the history of Azerbaijani parliamentarism, their contribution to state and society building, participation in social and political processes, and gender-related issues.
The event concluded with an awards ceremony for the winners of an essay competition among schoolchildren on “The Role of Azerbaijani Women in State and Society Building.”
