As early as October 21, 1998, at around 11:00 a.m, in front of the building No.52 in the Suleyman Rustam street of Baku city, unknown persons attempted an armed attack in a life-threatening manner on the car “VAZ-21099” driven by Pashayev Shahin Muzafar oglu and persons who were inside the car in order to steal USD 201 thousand that belonged to “Baku International” firm. They inflicted a bullet wound to police officer Ahmadov Arzu Bashir oglu. However, having seen a lot of people gathering around the scene of crime attackers fled with no time left to complete the criminal raid.
The investigation revealed that this crime had been committed by the Haji Mammadov-led gang. In October, 1998, Haji Mammadov decided to mount an attack on “VAZ-21099” car with a state license plate Az 10 DS 472, which used to bring money to the “Baku International” firm, and snatch a large sum of money. To realize a plan of robbery prepared together with other active gang members Nizami Abdullayev and Farhad Mammadbeyov Haji Mammadov joined in a conspiracy with Ukushev Ruslan Haydarbekovich, Dabuyev Musa Bagayevich and four more persons of Chechen nationality that have not been identified yet. In accordance with the plan, he told Ruslan Ukushev of the car’s route, place of crime and a way of retreat. Ruslan Ukushev promised to give $10-15 thousand to Musa Dabuyev for playing a key role in the crime.
To implement the plan Ruslan Ukushev, Musa Dabuyev and four more persons of Chechen nationality came over several times to the future scene of crime - near building No.52 in the Suleyman Rustam street of Baku city. Ruslan Ukushev spelled out the role and position for each member of the gang. He also informed attackers that cars “Moskvich”, “Zhiguli” and “Volga-GAZ-24” would be used in committing the crime. In compliance with the plan, one of attackers driving “Moskvich” had to collide with “VAZ-21099”, thus, shamming the car accident. Meanwhile, using the confusion Musa Dabuyev and 3 more persons sitting in the “Zhiguli” and armed with “Makarov” pistols had to attack the car from ambush with one of them opening a trunk and taking the money.
On October 21, 1998, at about 10:00 a.m. five gangsters headed by Musa Dabuyev got the building No.52 in the Suleyman Rustam street of Baku city and took earlier identified positions, thus, awaiting “VAZ-21099” car. At about 11:00 a.m. they saw the car driven by Pashayev Shahin Muzafar oglu and started acting on the plan. They came up to the car from both sides threatening those inside the car with guns and, then, wounded police officer of the Nasimi district Guard Police Department Ahmedov Arzu Bashir oglu. One of attackers tried to open a trunk with an iron object in his hand. However, having found no money in the trunk and seen people flocking they escaped from the scene of crime by the awaiting “Zhiguli’ car. Having sped a couple hundred of meters they got off the car and dispersed. Haji Mammadov, Nizami Abdullayev and Farhad Mammadbeyov watched all their actions from the beginning to the end.
The investigation revealed one more grave crime of the Haji Mammadov-led gang. In late 2002, Haji Mammadov planned to kidnap Sultanov Anar Huseyn oglu who used to work as head of the central office of the International Bank of Azerbaijan. To this end, he invited active gang members Musa Dabuyev, Aslambey Chintamirov, Nizami Abdullayev and Eldar Rahimov to the house located in Kishli settlement, which belonged to Naila Guliyeva who was also involved in discussions of the future crime plan. Haji Mammadov told Aslambey Chintamirov, Musa Dabuyev and Eldar Rahimov to use “VAZ-2106” car driven by the latter to shadow Anar Sultanov and ascertain the time and route of his movement. He promised to give each gangster 20 percent of the money hostage’s relatives would pay to redeem him. Besides, to commit this criminal act Haji Mammadov handed over 2 Makarov pistols to Aslambey Chintamirov and one to Musa Dabuyev as well as a bag to put it over hostage’s head and handcuffs. To avoid attracting the attention of those around Haji Mammadov told Naila Guliyeva to give Musa Dabuyev a woman’s black cloak and light wig to put on when kidnapping Anar Sultanov.
In accordance with the earlier prepared plan, Nizami Abdullayev had to wait for Anar Sultanov near his workplace and say to Eldar Rahimov on the mobile phone when the latter quits the building. For his part, Eldar Rahimov, Musa Dabuyev and Aslambey Chintamirov had to await Anar Sultanov in the “VAZ-2106” car in front of Anar’s house and bring him to Naila Guliyeva’s house in Kishli settlement after Anar is abducted.
On the earlier fixed day, at about 08:00 p.m, Musa Dabuyev and Aslambey Chintamirov got the Hospital No 6, also known as “Kaspar’s hospital”, located near “Olymp” shop by “VAZ-2106” car driven by Eldar Rahimov and started waiting for Nizami Abdullayev’s call. Haji Mammadov pulled over his “Mercedes E-class” car 200-300 meters away from this place and started watching them together with Naila Guliyeva.
Gang failed to commit their crime due to the reasons beyond their control. Thus, the district patrol service policemen came up to Musa Dabuyev, Aslambey Chintamirov and Eldar Rahimov as they were waiting in the car and demanded to produce their passports. Although, Eldar Rahimov showed his police ID, patrol policemen insisted on checking up the car. Haji Mammadov who was observing the incident came up to patrol policemen and after some minutes of talking to them he told Eldar Rahimov, Musa and Alambey to return. Afterwards, Haji Mammadov gave up Anar Sultanov’s kidnapping plan bewaring of disclosure since police officers saw Aslambey Chintamirov, Musa Dabuyev and Eldar Rahimov.
Investigative and search actions to clear up all the aspects of the case and solve other crimes are underway.
