NAGORNO-KARABAKH SETTLEMENT DISCUSSED AT 13TH OSCE MINISTERIAL COUNCIL
At the first plenary session, Foreign Minister E. Mammadyarov called for enhancing OSCE effectiveness, spoke of the conflicts existing in organization’s area and its role in their settlement, and touched upon the issues pertaining to human rights, democratic building and rule of law in Azerbaijan.
Dwelling on the Armenia-Azerbaijan, Nagorno-Karabakh conflict, he noted it remains unresolved despite the increased efforts by the OSCE Minsk Group and its Co-Chairs, and expressed concern over continuing destructive policy by Armenian government. “We are deeply concerned of recent statements made by the top leadership of Armenia, directly undermining territorial integrity and sovereignty of Azerbaijan”, he said.
The Minister added that “status of Nagorno-Karabakh can only be decided within lawful, peaceful and democratic process that can not be based on the ethnic cleansing. It may only be determined by taking due and equal account of views of both Azerbaijani and Armenian communities, living side by side together in Nagorno-Karabakh.”
On December 5, Elmar Mammadyarov also took part in an informal meeting of the Foreign Affairs Ministers of the GUAM member states, who discussed ways of enhancing effectiveness of the organization and the plan of actions for 2006.
