“While ensuring the revival of national and spiritual values, National Leader Heydar Aliyev also transformed urban planning policy into a priority of state-building, despite the backdrop of a difficult war and economic decline. Urban planning was valued not merely as a matter of development, but as a vital tool for restoration, stabilization, and reconstruction. During that period, the foundations were laid for monumental landmarks, parks, and modern business centers that shaped the face of our cities—starting with Baku. Infrastructure was modernized, roads and communication lines were restored, and the construction of social facilities alongside the improvement of the urban environment gained significant momentum. At this stage, urban planning became more than just a process of physical reconstruction; it emerged as a key indicator of economic revival and institutional stability,” Samir Nuriyev, Head of the Presidential Administration of the Republic of Azerbaijan, said in his article marking the 103rd anniversary of the birth of National Leader Heydar Aliyev.
Nuriyev stated that by playing a decisive role in shaping the aesthetically and functionally renewed face of our cities, the National Leader went down in history as the patron of the national school of architecture:
“It is impossible to explain the history of Azerbaijan's modern urban planning and architecture apart from the personality of Heydar Aliyev. In general, Heydar Aliyev's rich legacy of creativity and construction encompasses all fields, forming the basis for progress and fundamental positive transformations. It serves as an unparalleled, guiding vector for future development.”
