NGOs SAY: “THERE ARE NO POLITICAL PRISONERS IN AZERBAIJAN”
Chairman of Council Enver Gafarli has told: “While in the world legal language there is no such expression as “political prisoner”, in Azerbaijan, the given question last years has turned to an actual problem. Some non-governmental organizations and human rights defenders use the question of “political prisoners” in own political ends, trying to undermine image of Azerbaijan.
With a view of making clear the problem, the Azerbaijan fund - human rights XXI century together with Public Association of supervision over places of confinement in Azerbaijan and the Bulgarian Association for re-integration of prisoners has started carrying out of monitoring under the project of development of the mechanism of the civil control over the question of “political prisoners”. Independent lawyers have once again carried out all-round consideration of the cases submitted to the Council of Europe as “political prisoners”, have confirmed the facts of crime of each of them and have proved that the mentioned persons are not political prisoners. At the same time, the fact of admission of offences has been specified during preliminary investigation and the litigations connected to the said persons. 22 independent experts from 9 European countries, and also participants of the International conference carried out in June this year in Baku connected to the problem of “political prisoners”, have confirmed objectivity and correctness of the results of monitoring.
After the conference, under the initiative of the mentioned organizations has been founded the Council on problems of political prisoners. The Council uniting now more of 50 non-governmental organizations, pursue the purpose constantly to hold in sight the question of “political prisoners” in Azerbaijan, to protect broken during the preliminary investigation and litigations of human rights, to analyze legislative acts in Azerbaijan, to bring them in conformity with the European standards.
At presentation, there were representatives of more than 30 NGOs, and also the experts arrived from Estonia, Latvia and Bulgaria.
