Pakistani expert: Washington process opens new strategic opportunities for Azerbaijan

Baku, August 10, AZERTAC

The latest statement by U.S. Secretary of State Marco Rubio reaffirming Washington’s commitment to the Armenia-Azerbaijan peace process is strategically significant for the South Caucasus and, from an Azerbaijani perspective, represents an important diplomatic gain. Rubio’s remarks come on the anniversary of the Washington summit, where President Ilham Aliyev of Azerbaijan and Armenian Prime Minister Nikol Pashinyan advanced a historic framework for ending decades of conflict, Muhammad Ali Pasha, Chairman of the Gulf Observer Research Forum, wrote in his article headlined “Azerbaijan turns into one of the leading actors of the new regional order”.

AZERTAC presents the article: “From Baku’s perspective, the most important development is that the peace process is increasingly being anchored in direct relations between Azerbaijan and Armenia rather than in older multilateral mediation structures. The Washington process has elevated Azerbaijan from being one party to a prolonged regional dispute to being a central participant in shaping a new South Caucasus security and economic architecture.

The U.S. endorsement is particularly important because Washington is treating the peace process as a strategic regional project rather than simply a ceasefire arrangement. This gives Azerbaijan greater diplomatic leverage while strengthening the international legitimacy of a settlement based on interstate relations, sovereignty and territorial integrity.

TRIPP Could Become a Major Strategic Advantage for Azerbaijan

One of the most consequential elements for Azerbaijan is the proposed Trump Route for International Peace and Prosperity (TRIPP). The project is designed to facilitate connectivity between mainland Azerbaijan and the Nakhchivan Autonomous Republic through Armenian territory, while also creating broader transportation and economic links across the South Caucasus.

For Azerbaijan, this has significance well beyond transportation. Improved connectivity could strengthen Azerbaijan’s direct connection with Nakhchivan, expand trade routes between the Caspian region and Türkiye, reinforce Azerbaijan's role as a transit hub between Central Asia and Europe, attract international investment into regional infrastructure, as well as reduce the strategic importance of alternative routes controlled or influenced by rival powers.

The U.S. involvement also gives the connectivity initiative a powerful international dimension. Rather than being viewed solely as an Azerbaijani-Armenian bilateral issue, the route is increasingly linked to wider American economic and geopolitical interests in the region.

The Peace Process Validates Azerbaijan’s Emphasis on Sovereignty and Territorial Integrity

Another important point is the language surrounding the Washington process. The 2025 joint declaration emphasized the importance of opening communications on the basis of sovereignty, territorial integrity and jurisdiction of states.

This principle is highly relevant to Azerbaijan's diplomatic position. Baku has consistently emphasized that regional peace must be founded on recognition of internationally recognized borders and sovereign equality.

Consequently, the movement toward an interstate peace framework can be interpreted as a shift away from the earlier conflict paradigm and toward a state-to-state diplomatic model—an approach that is broadly compatible with Azerbaijan's long-standing negotiating position.

U.S. Engagement Limits the Possibility of a Return to the Old Conflict Structure

From Azerbaijan's strategic perspective, continued U.S. involvement also reduces the likelihood that the South Caucasus will return to the unresolved status quo of previous decades.

The Washington process has already contributed to the closure of the OSCE Minsk Group framework, while the United States has positioned itself as an important external guarantor and facilitator of the emerging regional order.

This is significant for Baku because Azerbaijan has long argued that the previous mediation structure had failed to produce a durable settlement. The emergence of a new diplomatic architecture gives Azerbaijan an opportunity to consolidate the post-conflict environment without returning to the political mechanisms associated with the earlier dispute.

Azerbaijan’s Geopolitical Importance Is Increasing

The broader strategic picture is even more favorable to Azerbaijan.

The South Caucasus sits at the intersection of Europe, Central Asia, Türkiye, Russia and the Middle East. Azerbaijan's geographic position, energy resources, Caspian Sea access and transportation infrastructure already give it considerable strategic importance.

The development of new east-west connectivity could further enhance this role. The proposed TRIPP framework could potentially connect transportation, energy and digital infrastructure while strengthening links between Azerbaijan, Nakhchivan, Türkiye and wider international markets. Recent analysis has also highlighted the growing geopolitical and geoeconomic importance of the South Caucasus.

For Baku, this means that peace is not merely a security objective—it can become an economic and geopolitical multiplier.

The Main Challenge: Turning Political Commitments into Implementation

Political declarations, although important, must ultimately translate into a formally signed and ratified peace agreement, reliable transportation connectivity, practical mechanisms for cross-border economic cooperation, sustained recognition of sovereignty and territorial integrity, and guarantees against renewed hostilities.

The current U.S. position is therefore valuable because Washington is continuing to attach political weight to the peace process. Rubio's latest statement indicates that the United States does not regard the Washington initiative as a one-time diplomatic event but as a continuing framework for regional transformation.

From an Azerbaijani perspective, the latest U.S. reaffirmation is more than a routine diplomatic statement. It demonstrates that Washington continues to view the Armenia-Azerbaijan peace process as an important component of its broader South Caucasus strategy.

For Azerbaijan, the emerging framework offers several potential strategic dividends: greater diplomatic recognition of the post-conflict reality, stronger emphasis on sovereignty and territorial integrity, improved connectivity with Nakhchivan, expanded regional trade opportunities and a stronger position within the emerging east-west transportation network.

The proposed TRIPP project is particularly significant because it could transform Azerbaijan's geographic position into a larger geopolitical and economic advantage. If implemented successfully, connectivity could turn the South Caucasus from a zone historically associated with confrontation into a corridor linking Europe, Türkiye, the Caspian region and Central Asia.

Thus, from Baku's standpoint, the continued American commitment to the peace process strengthens the prospects for consolidating Azerbaijan's post-conflict diplomatic gains while creating new opportunities for the country to emerge as one of the principal economic and strategic hubs of the wider Eurasian region.
