SESSION OF PACE MONITORING COMMITTEE HELD IN PARIS
In interview to correspondent of AZERTAC about session, MP Bakhiyar Aliyev has told:
“Questions on obligations of some of the countries and continuation of dialogue after monitoring were at focus of discussion. The information of the press service on the parliamentary elections carried out in Azerbaijan also has been included in the agenda.
The delegation of Azerbaijan took active participation in discussion of the question connected to Latvia. The position of Azerbaijan has been expressed during exchange of opinions concerning stay of dialogue after monitoring in this country and conditions of monitoring in Slovakia. After repeated consideration of the given questions at next assembly of committee forthcoming in December, they will be brought in the agenda of January session.
In connection with the parliamentary elections carried out in Azerbaijan with the information one of co-rapporteurs on Azerbaijan Andreas Gross has acted. He informed, that observed of elections, has declared, that on some sites had been allowed infringements.
Having reminded, that the Central Election Commission analyzes results of elections, A. Gross informed, that wishes to visit once again the country with a view of studying the situation after elections.
The MP further said: “The delegation of Azerbaijan also has expressed attitude to the discussed questions. Informing members of Committee, I informed, that elections in Azerbaijan have passed in democratic and transparent conditions. The international observers watched the course of elections on 50 percent of sites and have fixed the facts of infringements on 13 percent of sites which they have visited. In this connection, the complaints received by the Central Election Commission of candidates and the international observers are considered very attentively. Results of elections in districts where gross infringements have been marked were cancelled. Re-elections will be carried out in these districts. And in some constituencies results have been cancelled. And consequently, results on districts have been changed. The Central Election Commission and Office of Public Prosecutor of Republic very attentively approach to all complaints connected to elections, and carry out serious investigations. The heads of some district commissions, who have admitted infringements, will face criminal proceedings”.
In a word, the delegation of Azerbaijan has once again declared, that parliamentary elections in the country have been lead according to the international standards, requirements of orders of the President of the country from May 11 and on October 25, in democratic and transparent conditions.
The most important feature that wherever the certain infringements of the law were supposed, the state immediately reacted to them and started investigations. The president of the country has directly expressed attitude to the given questions and has once again noted, that in Azerbaijan extremely democratic elections will be carried out. Therefore, to those who during these elections have allowed infringements of the law, strict measures will be taken. For intervention in the course of elections, the President of Azerbaijan has relieved some chief executives from their post.
All this confirms that the Azerbaijan state not only supports democratic and transparent elections, but also is the country capable adequately to organize and carry out them.
