STATEMENT OF MILLI MAJLIS OF THE AZERBAIJAN REPUBLIC

The final stage of preparation for parliamentary elections, which will become extremely important event in the political life of our country, comes to an end. The management of the Azerbaijan state has taken all necessary measures for free and fair, democratic and transparent parliamentary elections on November 6, 2005.

Signed on May 11 and on October 25, 2005, by the President of the Azerbaijan Republic Mr. Ilham Aliyev of the Executive Order “On improvement to election practice in the Azerbaijan Republic”, and also “On the urgent measures connected to preparation and conducting elections to Milli Majlis of the Azerbaijan Republic”, make powerful contribution to creation of necessary conditions for preparation and carrying out of parliamentary elections according to the highest standards. The established measures on application of exit-poll at elections, drawing of mark on fingers with invisible ink, expansion of number of observers, cancellation of restrictions on supervision over elections by the non-governmental organizations, maintenance of neutral position of bodies of the government at elections, operative and all-round consideration of the messages of Office of Public Prosecutor connected to infringement of suffrages, creation of all necessary conditions for normal activity of the election commissions with approval have been recognized by the overwhelming majority of participants of elections, and also have received a high estimation of heads of the international organizations and political leaders of the leading foreign states. Thus, has been put an end to all assumptions, which presumed to put fair and transparent elections under inappropriate doubt, has been put. At the same time, accepted by Milli Majlis on June 28 this year under the recommendation of the head of our state the Law “On entering amendments and supplements in the Election Code of the Azerbaijan Republic” promoted the further improvement of election practice.

Thus, for preparation and carrying out of parliamentary elections in our country in democratic conditions have been created both legislative base and actual conditions. Azerbaijan people and world community became witnesses of transformation into reality of political will of President Ilham Aliyev directed on elections, adequate to modern democratic standards.

Carrying out of election campaign was provided according to requirements of the law. The number of candidates in Member of Parliament that is more than two thousand persons is unprecedented in the history of our country. Candidates represent all political forces of Azerbaijan. All candidates, irrespective of political conviction, party belonging, have been provided with equal conditions for carrying out of pre-election agitation-and-propaganda campaign in mass media, including on tele-channels. Besides, have been allocated corresponding places for carrying out by each political party, the bloc of political parties and the candidate for meetings with voters and other pre-election propaganda actions. All this testifies that due to efforts of the Azerbaijan state in our country has been created the democratic environment for elections.

Milli Majlis of the Azerbaijan Republic expresses confidence that parliamentary elections of 2005 will pass according to high international standards, that the candidates who have won trust of people will receive the mandate of a Member of Parliament.

Elections to the legislature of our country coincide with the period of the beginning of a new stage in development of the Azerbaijan Republic. Strategy of social and economic development carried out under the guidance of President Ilham Aliyev has brought to our state new big successes. Now, Azerbaijan is included into a number of most dynamically developed countries of the world.

One of these days in parliament have been discussed and adopted the state budget of the Azerbaijan Republic for 2006 and other documents which are included in the budgetary package. Steady growth of incomes of the state budget provides transformation of Azerbaijan to a democratic and advanced powerful state, the further increase of well-being of our people. In the country, large-scale political, legal, economic and social reforms consistently go on. Azerbaijan has even more strengthened the positions on international arena and became a worthy member of the world community. Our state has gained high authority, as the country, which holds the central place in realization of transnational economic projects, even more closely connecting Europe and Asia.

At the same time, Milli Majlis of the Azerbaijan Republic expresses concern in connection with activation recently of the forces holding a hostile stand in relation to our people, interested persons of development of our country, the destructive activity. Before delivery in operation of the Baku-Tbilisi-Ceyhan Main Export Oil Pipeline which will promote the further strengthening of the geo-politic position of our state, the solution of some problems, they use any dirty means for achievement of the intentions directed on infringement of political stability in Azerbaijan, violent capture of the constitutional power.

With feeling of a huge regret it is necessary to note that a number of the persons submitted in power also has joined the attempts undertaken for capture of power in the illegal way. It was found out that some corrupted officials cooperated with destructive radical opposition. Our people have recognized exposure of the persons who finance realization of dirty political intentions of destructive radical opposition, unable to carry out healthy political rivalry, with feeling of deep approval.

Milli Majlis of the Azerbaijan Republic completely acknowledges the measures accepted for the further strengthening of political stability in the country. There is no doubt that illegal activity and similar intentions will be resolutely stopped. Any force cannot turn the Azerbaijan Republic from the way of democratic development.

Milli Majlis of the Azerbaijan Republic expresses confidence that in the country will not be allowed infringements of political stability, the supremacy of the law will be provided, creative processes occurring in Azerbaijan will successfully go on.

Milli Majlis of the Azerbaijan Republic addresses to Azerbaijan people, calling not to allow realization of intentions of the forces, attempting to abuse the democratic conditions created in the country, and to unite around of the President of the Azerbaijan Republic Ilham Aliyev even more closely.
