STATEMENT OF THE MINISTRY OF INTERNAL AFFAIRS OF THE AZERBAIJAN REPUBLIC
At all meetings organized in the order, established by the Law of the Azerbaijan Republic “On freedom of assembly”, the law-enforcement bodies had provided protection of public safety and the law and order, any illegal facts on such actions has not been allowed.
However, heads of parties united in the “Azadlig” election bloc -the Popular Front Party of Azerbaijan, Musavat and Democratic Party of Azerbaijan, by the mass actions organized last months in places where it was restricted by the relevant enforcement body, try to aggravate political situation in the country, to provoke disorders, to create confrontation with the state bodies, openly acts with statements for violent capture of authority, resort to other offences, meeting serious public protest. Their attempts directed on infringement of existing stability, undermining the democratic image of Azerbaijan are frequently accompanied by concrete illegal and criminal actions.
Despite of resolute prevention of the illegal mass actions organized last months by the parties, included in the election bloc “Azadlig”, with the purpose of infringement of social order in capital of the country – the city of Baku, display by overwhelming majority of citizens of solidarity with lawful measures taken by the state, organizers of the mentioned political action still have not refused intention to aggravate the situation.
Contradicting to national interests, the constitutional norms and laws, the similar actions of the radical opposition not supported by society and people, receive resolute condemnation of the public of the country. In references to the state bodies, the citizens demand to take measure concerning the persons, wishing to push off Azerbaijan in abyss of chaos, anarchy, arbitrariness, as it was in the beginning of 90s established by the legislation.
With a view of involving today our country to unguided processes, the radical opposition parties being true originators of the heavy sufferings, caused to the Azerbaijan people during their short power, having resorted to new political adventure, have planned arrival of Rasul Guliyev on October 17, 2005, to Azerbaijan. It is necessary to note that for plunder during the work as director of the Baku Oil Refining “Azerneftyag” of the financial assets proved by investigation in amount over 117 million US dollars, and also on accusation of abuse of public service, the court has chosen for Rasul Guliyev as a preventive punishment his arrest and has declared him in the international search. Besides, Rasul Guliyev is accused in commitment of the criminal action of transnational character, including in preliminary arrangement during work as director of the said factory with chief accountant Galina Lebedeva and Tamerlan Hasanov living in Moscow, deliberate drawing up in mercenary purposes of fictitious documents and plunder of the state money at amount of 10.000.000 US dollars by embezzlement and squandering of money.
Representatives of the “Azadlig” election bloc, who speak on democracy much and allegedly announced combat against corruption their goal, today admit illegal actions that don’t coincide with law and logic. They call for disobedience, unrest and breach of order in the city of Baku. By propagandizing among the people to gather in the international airport, they attempt to organize mass action on October 17, 2005, in the mentioned area.
The Interior Ministry of the Azerbaijan Republic states that Rasul Guliyev, who, on verdict of the court was sentenced to imprisonment in case of returning to Azerbaijan will be arrested. As to the right of immunity of Rasul Guliyev for the candidate for elections, we state that this guarantee does not concern the crimes the citizen have committed earlier.
During the execution of the court verdict on arrest of Rasul Guliyev and carrying out of the following investigational actions, his rights stipulated by the criminal-procedural legislation and international legal principles would be fully provided.
On the other hand, the Interior Ministry has defined special measures to ensure protection of the Heydar Aliyev International Airport of strategic importance. Every attempt to hold mass actions in this significant state object constantly crowded with people and thousands of foreign citizens visiting our country on international flights will be decisively prevented. Responsibility for any illegal actions will bear the organizers of this action, first of all, the leaders of the political parties uniting in the “Azadlig” election bloc.
