Also, defined were measures in connection with the remarks said by Country’s President Ilham Aliyev in the meeting with entrepreneurs on February 2, as well as prepared proposals on raising efficiency of the courts, election and appointment of judges taking into account the European standards.
To discuss these proposals, the Ministry of Justice in associate with the Council of Europe has arranged on 24-25 March 2004 a meeting on evaluation of independence of the judges, their appointment and activity.
An authoritative delegation of experts led by Director General of Legal Affairs of the Council of Europe Guy de Vel visited the Country to participate at these meetings.
Paying tribute to the national leader of Azerbaijan Heydar Aliyev, the delegation revered his bright memory and reminded his contributions in development of Azerbaijan, in acquiring international reputation and conduction of legal-judicial reforms in the Republic.
Then, Mr. Guy de Vel and other representatives of the Council of Europe rook part at the meeting in the Justice Ministry.
In his opening remarks, minister of justice Fikrat Mammadov stressed the progressive aspect of the legal-court reforms conducted in the Country, noting close cooperation between the Department and the Council of Europe relevant bodies.
Mr. Guy de Vel and head of the law enforcement management department of President Administration Fuad Alaskarov spoke of the significance of international experience in the field of efficiency-raising workshops.
Chairman of the Constitutional Court Farhad Abdullayev, chairperson of Supreme Court Sudaba Hasanova, Prosecutor General Zakir Garalov, chairman of courts, judges, justice and prosecutor staff, lawyers took part at the workshop.
On the same day, Mr. Guy de Vel met with the justice minister Fikrat Mammadov and discussed prospects of cooperation in the legal field between the Republic and the Council of Europe.
