LEGAL STATUS AFFAIRS OF CASPIAN IN FOCUS
The deputy foreign minister of Republic Khalaf Khalafov represents the Azerbaijan Republic at discussions.
Opening the session, Minister of Foreign Affairs of Russia Sergey Lavrov informed, that activity of Special Working Group was given positive estimation at the meeting of Ministers of Foreign Affairs of the Caspian littoral states, taken place in Moscow in April of this year. The Minister has expressed confidence of opportunity to find conciliatory proposal on the legal status problem of the Caspian. Head of the foreign policy department of Russia has noted that for today from 33 clauses of the project of Convention on definition of legal status of the Caspian, eight have been completely coordinated, another eight clauses and the preamble has been coordinated partly.
He also has emphasized, that recently productivity of work of the Special Group has decreased, which is connected to that the group has started consideration of most complicated questions, such as delimitation of seabed, transit from the Caspian to world ocean and back, and also laying submarine pipelines in the sea. According to S. Lavrov, to find solution of these questions is not easy, but possible.
The Russian minister has presented to members of the Special Working Group on the Caspian the Russian team including special representative of the president of the Russian Federation on the international power cooperation Igor Yusufov and the special envoy of the Ministry of Foreign Affairs of the Russian Federation, the head of Working Group on the Caspian Alexander Golovin.
