Presidential decree to form National Security Council of 12 members
Baku, February 28 (AZERTAC). Interim President of Egypt Adly Mansour issued a presidential decree amending Law. No. 4 of 1968 on command and control, to establish a National Security Council of 12 members, according to state television, Wednesday.
The decree states that the Council will be headed by Mansour, and will include the prime minister, the president of parliament, the Ministers of Defense, Interior, Foreign Affairs, Finance, Justice, Health, Communication, Education, the chief of Intelligence Service, and the head of the National Security and Defense Subcommittee in parliament.
According to the decree`s second article, the president should call for a council meeting every three months, which the majority of members must attend. In states of war or natural disasters or other emergencies, the council holds regular undisclosed meetings and adopts decisions based on majority vote.
The Council has eight main responsibilities, as stated in Article 4. The first one is establishing strategies to preserve the country`s national security in coordination with security institutions. The second task is to define political goals according to each sector and ministerial specialization. Third, the Council is in charge of planning development initiatives and implementing them to develop the potential of the labor force.
The Council`s fourth task is forming policies that preserve the Egyptian identity and its independence, in addition to its regional and international status. Fifth: the Council determines sources of danger and threats to security to follow up on ministerial reports. The sixth and seventh duties state that the Council sets the necessary preventive measures to face internal crises, contain them and deal with the consequences. Finally, the Council must direct foreign policies and international cooperation strategies in accordance with national security concerns.
On a further note, the above-mentioned amendments were passed to reinforce constitutional articles 203 regarding the National Defense Council and 205 on the National Security Council, a military source told Youm7 on Wednesday.
