TO THE STATE DUMA OF FEDERAL ASSEMBLY OF THE RUSSIAN FEDERATION

With feeling of bitterness and bewilderment was apprehended in the Union of Writers of Azerbaijan the news that the Union of Writers of Armenia is going to lift before parliament of the country a question on recognition void of the Kars treaty in which legal status of Nakhchivan as an integral part of the Azerbaijan Republic is fixed. As follows from messages of mass media, chairman of the Union of Writers of Armenia L. Ananyan counts expedient the reference of National Assembly of Armenia to the State Duma of Russia so that the latter has nullified this treaty.

In connection with provocative actions of management of the Union of Writers of Armenia, the Secretary of the Union of Writers of Azerbaijan is authorized to state:

According to Moscow (March 16, 1921) and Kars (October 13, 1921) treaties, the Nakhchivan province has been recognized as independent territory in structure of Azerbaijan. Thus, according to the Article 5 of both treaties, it was stipulated that Azerbaijan “would not concede this protectorate to any third state”. The Kars treaty was signed on the one hand by Turkey, and on the other – by Azerbaijan, Armenia and Georgia Soviet Socialist Republics with the participation of RSFSR.

Any attempt of Armenia to audit the terms of the said treaty will be unequivocally recognized by the international community as encroachment on territorial integrity of Azerbaijan. By the way, the Article 2 of the Kars Treaty in which it is said evidently: “Contracting parties agree to not recognize any peace treaties or other international acts to which acceptance one of the contracting parties would be forced”. Having put the signature under the Kars treaty, Armenia, thus, has undertaken about non-violation of the clauses of this Treaty, including concerning state -territorial status of Nakhchivan.

The Union of Writers of Azerbaijan believes that aspiration of the certain structures in Armenia to bring on the agenda the question of Nakhchivan testifies to continuation of expansionist policy that along years has been pursued by Armenia in region and which has put an incalculable loss not only to Azerbaijan, but also to the people of Armenia.

Addressing the Armenian writers, we would like to remind that in the beginning of so-called “the Karabakh conflict” also there was a word. First local, and then more and more scale military collisions were preceded with war information.

In propaganda war against the neighbors, the Armenian ideologists used double standards: in the materials intended for allied and the world community, the harmonious chorus of the engaged journalists with persistence inspired an idea that in NKAO that there is a national-liberation struggle of the Armenian people. In materials for “internal using” on the foreground, propagation of national exclusiveness and intolerance was put forward. An atmosphere of hatred to everything that is connected to Azerbaijan was forced skillfully and purposefully. Activity of the influential Armenian lobby in Russia was rather active. It paid information covering in the Moscow popular editions exposing Azerbaijanis as "aggressors", activity of "groups of support” in Russia, elections of Muscovites to deputies from Armenia, rich receptions of various delegations in Yerevan, the edition of the pro-Armenian newspaper in Moscow, statements on TV, activity of human rights defenders. With blood of the Azerbaijan and Armenian peasants - workers were paid the works of the "ideologists" like Balayan, Bonner, the Nuykins, husband and wife, Starovoitova, maintained the "committees" of "Krunk" and "Karabakh", fabricated were corresponding video-films, spread rumors. The next historical myths about “the Armenian first-born rights” were shaped.

Today, we would like to ask: to what those who conceived this wearisome “the Karabakh marathon” came?

They demanded “the fair solution” of the problem of NKAO that is its annexation to Armenia and reshape of borders. However, this “fair solution” took into account interests of only the Armenian community of Karabakh - without taking into account opinion and interests of other nations and peoples living in the region. And this egocentric desire immediately and at any cost to solve the problems has led to disastrous consequences for the most Armenian people.

They spoke about social and economic backwardness of Nagorny Karabakh. Today, this blessed territory has turned to burnt desert. They furiously argued that monuments of material culture of Karabakh belong to Armenians. Today, the subject of dispute has lost any sense because monuments have been destroyed.

Isolation policy of the leadership of Armenia has led the country to economic impasse, having deprived of the opportunity to become a full participant of large power and transport projects. Having reached tactical advantage, Armenia has sustained a defeat to the eight million Azerbaijan, which has turned to the stable and dynamically developing republic, recognized by the international community as the geo-economic center of all region.

Today, it is more difficult to heads of Armenia to explain all to people and the international partners for the sake of what and in the name of what purposes there was launched the Karabakh adventure. The understanding of the original reasons and underlying reason of the Nagorny Karabakh conflict, support of fair requirements of Azerbaijan about restoration of the territorial integrity finds more and more supporters in the most authoritative international organizations, an evidence to that is adoption of the resolution by the Council of Europe in which Armenia was recognized as a country - aggressor.

Understanding, that time works against them and trying to distract attention of people from numerous problems, the ideologists of the Armenian separatism begin a new propaganda sensation, lifting the so-called “question of Nakhchivan”.

We, with the responsibility state: there is no such a question! The cradle of origin of the Azerbaijani statehood - Nakhchivan - was, is and will be in structure of Azerbaijan! We state the resolute protest to attempts of the Armenian nationalists to provoke a new coil of military-political intensity in the region, to attempts to prevent peace settlement of the Nagorny Karabakh conflict on the basis of the recognized norms of international law.

Today all the civilized world is united in struggle against “the plague of XXI century” - the international terrorism. On this background, open claims of Armenia on the grounds of the neighbors look a mad anachronism, which carries to the peoples of region only new troubles and sufferings. End to instigations, stop blood! And to those who have planned new adventure, it would be advisable to remember that the history repeats twice: at first as tragedy, and then as a farce. Do not make a laughing-stock of yourself, Mr. Literati!

Also do not overlook: THE ONE WHO WILL SOW THE WIND WILL REAP THE STORM!
