In accordance with the President of Azerbaijan Ilham Aliyev’s executive order “On Urgent Measures in connection with Preparation and Conduct of the Elections to Milli Majlis of the Republic of Azerbaijan” of October 25, 2005 and Central Election Commission’s (CEC) instructions on rules of marking the voters’ fingers with invisible ink, during the voting the voters’ fingers will be marked with invisible ink.

The CEC is making every effort to provide the polling stations with ink and ultraviolet lamps. To date, over 22000 inkbottles and 10200 lamps have been delivered to Azerbaijan. Over 10000 bottles and 3300 lamps have been delivered from Georgia and 8000 bottles and 2500 lamps - from Denmark. Moreover, the United States Agency for International Development has presented 4000 bottles and 4400 lamps to the CEC.

The CEC keeps on distributing bottles and lamps to the precinct election commissions and conducting trainings for the election commissioners who are responsible for the finger inking.

To avoid any problems on the day of elections, the CEC will supply all the polling stations with reserve bottles, lamps and batteries.
