We should effectively and transparently use the oil revenues, and are doing so. Both accumulation and spending of the oil funds is a transparent process. Creation and renovation of the whole the social infrastructure in a short period should become a priority task. The work done already confirms that we are on the right path. The existing problems are settled quite quickly. The problem of rapid inflation rate growth that concerned us most then, found its fast solution in the beginning of the year. The inflation has been beaten.

I recall, I used to say at that time that the objective was not to stop the inflation but reduce its level. The experience of the lasts months testifies we have managed to reach the goal. The inflation rate has dropped from 15% to 12%. Today, Elman Rustamov reported and Chairman of the Statistics Committee confirmed that we need to try – I hope we will achieve that – to reduce the inflation rate to less than 10%. The anti-inflation measures all in all are an indicator of effective work of the Government. It means any problem may find its fast solution.

We are talking of our success, and we are rightly talking of it with pride since the work done has led to the economic growth rate, which cannot be observed in any other world country. It is unprecedented development. At the same, we need to be aware of the existing problems, discover, analyze and tackle them. We should not conceal the problems. We should not give the impression that everything is all right.

Things are rapidly going to get better. The growth rate may even exceed our expectations. But the existing problems must be solved. This is what constitutes our outstanding tasks. This is what the people are expected from us. And we have to ensure it, and we are doing that.

In the year 2006, there will be the opportunities allowing us to speed up the growth rate in all fields. The GDP growth will reach 30%. Of course, it will happen largely due to increase in oil production. If we take a look at the structure of the gross domestic product, however, we can see that the share of the non-oil sector in it is also great. Our objective is to enhance the non-oil sector. All this is part of our plans.

The program of regional development is being successfully accomplished. Yesterday I was dealing with the problems existing in Baku suburbs and villages. I hope the program of their development will be adopted soon. It is necessary to develop a special socio-economic program, because the problems existing in Baku villages are the same as those in regions, may be even worse.

In all, I am satisfied with the Government’s work. I think we have worked effectively over the last nine months of this year, and have coped with all the tasks set achieving sustainable economic development in Azerbaijan. Now we have to maintain this pace and have our country being successfully developed.

The economic development, growth and macroeconomic stability should be displayed in everyday life of every family. When referring to these figures, we, of course, are making comparisons to learn how the situation is in other countries, how much is the growth rate there. There, it no makes a big difference between the population incomes and growth of inflation rate there. This means that the inflation, if it is possible to say, absorbs, eats up all the incomes. In Azerbaijan, however, this difference is quite big, and should be even bigger. At the same time, what we are doing is to improve the Azerbaijani people’s well being. We are doing this not to hit a record-high but to achieve concrete results, and every family should be aware of this. Wages and pensions should rise, and new jobs should be open. New opportunities should be created.

I have no doubt that the achieved dynamics will give strong impulse to our future development. It is because we shall see the results of the credits granted to entrepreneurs, of creation of Agrolizing, after several years. Today we see the results of works done several years ago. This is a natural process.

Now construction of educational institutions goes intensively. This means education, literacy, knowledge and development. Now we started building hospitals. We have begun this work by the State Oil Company. I think that we should continue it and by Ministry of Health to which was given the assignment about preparation of the wide program. In Azerbaijan, questions of construction and restoration of establishments of public health services, equip them with modern technology should be solved. With growth of our economic opportunities should pay attention, first of all, on these questions.

The process of resettlement of refugees in new houses also continues. Most likely, the small towns built on the territory of Agdam district will be handed over in operation in the near future. After that, other tent small towns will be liquidated. Alongside with it, the instruction has been given and means for carrying out of repair in hostels allocated. Thus, we shall facilitate the life of people living in heavy conditions.

Each citizen of Azerbaijan is pleased to these successes. Certainly, I am glad also, as the President. It is the result of the done work. Besides, it shows, that all the given promises find the reflection in life. I am very glad, that all promises given by me and statements base on real work. However, there are the forces, which do not wish to recognize these successes, this work. First of all, it is the forces with ambitions on power in Azerbaijan. If pay attention to the statements of the representatives of opposition made several years ago, we see that they declare: “people lives in poverty, people starve to death. But now, it is not present. They say: “work, bread is necessary for us. Now, and these slogans are not present. We have employed. Within two years we have created 311 thousand workplaces. We have provided monthly average wages up to 140 dollars. Achievement of the budget in volume of 4 billion dollars also was provided with us. That is, they have more nothing to tell. Everything about what they speak now, we spoke earlier, besides, we have made all this. There is a proverb “deeds, not words”. In 1992, the Azerbaijani people were evidently convinced of that, on what they are capable. They have within one year destroyed the country. People from the street became the head of the government, have held ministerial armchairs and were engaged only in robbery of the country, plunder and sale of its resources, cut out and sold abroad the electricity cable of trolleybus. It was their power, their ability.

Everyone can speak everything. But it is necessary to make the told. We both declare, and we carry out the declared. Our work finds solution within the framework of the program. The common concept, our concept of economic development is all-round. The program of social and economic development of regions and questions of acceleration of processes of social and economic development in Azerbaijan, other projects of education, public health services, construction of army, development of the industry, oil sector and sports, on all directions – one can observe development. Not to notice it, to deny it is impossible. It is a reality, our life. It is our reality, our achievement. In that case, the forces with ambitions on power, certainly, feel anxiety in this connection. When affairs go to the best, they have narrow space for maneuver. And now, in general, it has become very narrow. Being expressed abstractly, in this space they already do not have a place simply to stand.

Therefore, to a great regret, it is their policy, their style of activity, and their intention to impede all these works, spoil our plans, cause confrontation in Azerbaijan, and break stability. But they will not succeed. Now, I do not want to assess their actions. And there are some funny aspects, too. For example, some of them some days ago have brought orange shirts here, and have paid much money. But they did not realize that it is already November and nobody needs these shirts now. Now, where they will come out in these shirts? That is, it proves the lack of wisdom.

Azerbaijan strengthens its statehood. The ongoing political processes in Azerbaijan, the democratic processes, the signed decrees, executive orders, the measures taken on improvement of election practice show our intention openly. Political processes, democratization, socio-economic development of the country – these are all components of a general development process. They cannot be separated. Should we pay attention only on the economic affairs, ignoring political ones, democratization, without political reforms, we cannot succeed. We should carry out these works in parallel. At the same time, should the economy do not develop, then the process of democratization will not move ahead. It is because in the poor country with heavy social problems, it is not possible to think over democracy and political processes. The people are concerned only with daily needs. Therefore, all-round development will make Azerbaijan a strong state.

But these people who are displeased with our successes, are not happy. Azerbaijan is our Motherland. Every citizen of Azerbaijan should love his country. Every citizen of Azerbaijan should be a patriot, make his contribution to development of his country. Opposition leaders are deprived of this. They are not pleased with our achievements and our success, on the contrary, and they are disappointed. This is their tragedy, and they attempt to hinder our activities. But they will not succeed.

But last times, according to the data provided, some former members of government have also joined these affairs. As you know, two members of government – Farhad Aliyev and Ali Insanov, as well as other high-ranking officials have spent the money they received illegally and in bribery and corrupted way for opposition to cause mass disorders.

Now, the investigation was launched, and the law-enforcement bodies inform on this and there is enough material. Testimonies of the arrested people and their accomplices give enough information that there were unprecedented and dirty commitments. I have no doubt that all the revealed facts reflect the truth. The data available, the testimonies of witnesses and suspects, the addresses to me prove that.

Of course, the judicial aspect will be ascertained by the law-enforcers, investigation and court. I do not interfere. In Azerbaijan, a legal state is being built, available is supremacy of law and we should regard this with respect.

We must regard the case form moral. It is true, may be the word “moral” is unfit for these people. Their actions are moral disformity. This is spiritual droopiness. For tens of years they have been amongst us, and suddenly stab in the back. And with whom they have united? With one of the leaders of international mafia, Rasul Guliyev, who has founded corruption in Azerbaijan, and known as thief and plunderer in the world. They wanted to cause unrest in Azerbaijan with his stolen, dirty and illegally earned money, by plunder and corruption. Why? Who is afraid of the ongoing processes, successful development in Azerbaijan, normal life of the Azerbaijani people? Of the enemies of the Azerbaijan state, statehood, and the people of Azerbaijan. They held such high posts. And have been for ten years and more at the important governmental posts. Who were they and who have become? Ali Insanov. And what afterwards? Now all know it. Or, Farhad Aliyev. Most of all spoke of monopoly, at the same time the most monopolist, the most corrupted, the most bribed, In his Ministry, not a single reference was given without bribe. But apparently, these privileges, this condition and post, this property have involved them to this. They had greater intentions. Probably, they wanted higher post. What is higher than this? What is higher then the “minister?”

Now, look, what would happen? On one hand, the corrupted officials – Ali Insanov, Farhad Aliyev, and others, each with its own claim and intention, on the other hand, Rsul Guliyev with the intention to become President and our old and rotten opposition – Isa Gambarov, Ali Kerimov. What would happen here? Should their plans were realized, and Azerbaijan would again face with civil war. Realization of their plan needed the coming of Rasul Guliyev.

They considered that Rasul Guliyev would be welcomed by anybody, and somebody would join them. And this shows that they had agreement with the members of government and other high-ranking officials. Farhad Aliyev has given 100 thousand Euros to Fikret Yusifov. This is a fact, which was conferred both by Fikret Yusifov and the mediator and others. This is not the all, and there was much. Ali Insanov’s 200-thousand dollars was not for the coming of Rasul Guliyev, but for the people to provoke for unrest. Report of the last unsanctioned meeting showed that one of the meeting participants say to police “beat me”. Why? In this case he would get 400 dollars. From where do they get this money? From those among us. Therefore, the investigation will clarify all the aspects.

I reiterate that Azerbaijan faced great troubles. Should their plans were realized, Azerbaijan would be again dragged to the times of anarchy, crisis, chaos, illegal militants, illegal actions and seizure of power by force. We prevented it. We prevented these cases decisively, resolutely, and in the frame of law. Everybody got the deserved. Where were they and now where are they? This is a lesson for all.

Several months ago, I have told at the Cabinet’s gathering that, who wants to engage in politics, let him go. But not sit here. Let go. And engage in policy. But they did not listen. May be they counted that I say this rhetorically. I say only once. Second time, I act.

Last times, I watch the processes connected to this question. Of course, this urges to think over and over. All should know who is who. There should be transparency and openness. If somebody wants to go other way, let him go. Let him come and say: I am not agreed with this, I oppose it. But this is my position. And I will accept it. I am for open struggle. This has always been so.

My father Heydar Aliyev has always struggled openly. Opposing the soviet system, he stated it openly. He did not do it secretly, behind the scene. He was open, he left the party, threw his membership card, condemned the soviet leadership and Gorbachev, exposed the Communist Party of the Soviet Union and quitted the party. This is what happened in your eyes. After that period, he struggled in Azerbaijan in the period of Vezirov, Mutallibov. Afterwards, in the period of the Azerbaijan Popular Front he founded the New Azerbaijan Party. He was in opposition, as a gentleman. It should be so.

I joined the struggle with the same goal. In 2003, I took part in the presidential elections. That is to say, with clean hands. I competed in the presidential elections, and won. I struggle and today, and tomorrow I shall. It is because I am just and the people support my policy. Well, then, this Farhad Aliyev, Ali Insanov, beside me they flattered me and deceived me, saying, “we support you, you are such a man. Farhad Aliyev, in my office swore on Koran. Last months I had several times talked to him. I said you are wrong. I let him to correct his actions. He came and swore on Koran. Such actions arouse aversion.

Ali Insanov in his address has written that his actions are unforgivable and arouses disgust. He is right. Their actions arouse hatred. Therefore, I wanted to state my position, and let you know. A man should struggle as gentleman. And he may win and also fail, but in any case he should preserve his dignity. You know that the ruling party may exist today and tomorrow, and one day it may not exist. However, the humane features should always remain. How those men can look in our eyes? If they are honest... But I have doubt in it now. I reiterate that such cases have been resolutely prevented. Now the investigation has been launched. The investigation will reveal everything. Everything will be ascertained and everybody will be brought to justice and answer for his actions committed.

I once again repeat that who wants to go to the politics, who wishes this, let stand and announce. The doors are open. If not, then, everybody should be engaged in his business. All have been assigned high official positions – minister, head of department, committees, and other positions. You are responsible before the President. The people have elected me, and I am responsible before them. If anything does not satisfy you, or you do not agree with, have any other approach, or policy, come and say. There is no problem. I am for such attitude. But sitting here and to act in concert with opposition, grant them money to let them to overthrow the President, and what else later, God knows. This will be prevented.

All should know that in Azerbaijan, it is not possible anymore to do something secretly. We have decisive steps. Not only in Azerbaijan, we know what happens and in the foreign countries. Last events showed that. As well, we are aware of the secret meetings in the foreign countries. All should know that serious measures are taken in Azerbaijan, and our statehood strengthens. Azerbaijan is a strong state, where are those who attempted speaking to us in the language of ultimatum, the opposition? Where are those who attempted to attack on us in orange shirts? Rasul Guliyev, that thief, plunderer, where is he? Let him come to Azerbaijan and answer? He is afraid, and the others also, and they further will be afraid. They are in panic. That is it.

The parliamentary elections are coming. We have done what was necessary for fair elections. Appropriate decrees were signed, and there are all conditions for normal parliamentary elections. I have several times stated on this. Last times, I have gathered all the heads of the executive power bodies and gave certain instructions. There remains only 2-3 days to elections. I hope that the elections will pass normal, and the will of the people of Azerbaijan will be reflected in the elections.

After the elections, new opportunities, new horizons will open for all-round development of Azerbaijan. The country’s integration in the European structures will accelerate. No doubt, there we shall watch progress in economy and in the political processes.

I hope all the stipulated programs and plans will find their solution. I demand from all the officials to perform their official duties with honor and dignity, and make certain contribution to our common deed. And, thus, I declare the meeting of the Cabinet closed.
