HEAD OF AZERBAIJAN DELEGATION ADDRESSED WITH INQUIRY IN COMMITTEE OF MINISTERS
In the inquiry it is stated: “The fact of resettlement by Armenia of hundreds civil persons on the occupied Azerbaijan territories causes special concern. Similar actions contradict Article 49 of the Geneva Convention concerning protection of civilians in wartime, providing position “The aggressive state has no right to deport or move a part of civilians on the occupied territory”. The recommendation of PACE #1570 from 2002, persistently demanding from authorities of Armenia, which pursues the policy of resettlement, is openly ignored, not to let the Armenian refugees and IDPs to the occupied Azerbaijan territories. What urgent measures can the Committee of Ministers for prevention of the further continuation of resettlement of civil persons by Armenia in the occupied Azerbaijan territories undertake? ”
The inquiry addressed to Committee of Ministers, sets ground for discussion of the said question on one of further session of PACE.
