STATEMENT OF THE CENTRAL ELECTION COMMISSION OF THE REPUBLIC OF AZERBAIJAN
Armenia has created the notorious structure, “Nagorno-Karabakh Republic”, in the Azerbaijani lands by violating human rights and freedoms of citizens of the Republic of Azerbaijan, and attempted to repeatedly produce an appearance of elections there. The occupant forces intend to conduct “presidential” elections again on July 19 in the integral part of Azerbaijan, Nagorno-Karabakh. This step contradicts international legal norms and the Constitution of the Republic of Azerbaijan.
In accordance with the article 6 of the Constitution of the Republic of Azerbaijan, neither an individual, nor a social group nor an organization has the right to usurp the authority to exercise the power. In accordance with the Constitution of the Republic of Azerbaijan and Election Code, it is only the Central Election Commission of the Republic of Azerbaijan that may organize and conduct elections and referendums.
The Central Election Commission welcomes the statements and position of the international organizations including the Council of Europe, OSCE and its Minsk Group as well as some states, which do not recognize the so-called elections and consider them as harming peaceful resolution of the conflict.
The Central Election Commission of the Republic of Azerbaijan states that “observers” intending to monitor “elections” in the occupied lands of the Azerbaijan Republic must refrain from disregarding international norms. Their actions will be assessed as major violation of sovereignty of Azerbaijan.
Being confident that the international community shares the same stance, the Central Election Commission of the Republic of Azerbaijan regards these “elections” as targeted against the sovereignty and territorial integrity of Azerbaijan and does not recognize them.
