TO THE CONSTITUTIONAL COURT OF THE REPUBLIC OF AZERBAIJAN
Esteemed judges and collaborators of the Constitutional Court!
I extend my heartfelt congratulations to you on the 10th anniversary of the Constitution Court of the Republic of Azerbaijan.
The Constitution of the Republic of Azerbaijan, prepared under guidance of the nationwide leader of our people Heydar Aliyev and adopted through referendum has proclaimed ensuring of the human and civic rights and freedoms as a supreme goal of the State of Azerbaijan and provided reliable mechanisms to secure these values. To ensure supremacy of the Constitution, under initiative of the nationwide leader in 1998 the Constitutional Court has been established and undertaken significant legislative and institutional measures to organize its activity.
During the passed years, the Constitutional Court of the Republic of Azerbaijan has been developed into an effective legal institution and has specific role in the state power system.
The Constitutional Court plays important role in application of the modern ideas on the human rights, in particular, the principles on human rights established in the European Convention also in the national law and country`s integration in the European legal space, and has, through adopted decisions, efficient impact on development of the legal system and rise of legal culture, and on the whole takes active part in strengthening of legal bases for state.
Currently, Azerbaijan is experiencing new qualitative phase of socio-economic development and legal reforms. The Constitutional Court has to meet requirements of the modern time, serve the goals to ensure supremacy of law and respect for Constitution, and its decisions have become a reliable source of law.
The State of Azerbaijan attaches special importance to the development of international cooperation on the basis of mutual interest and mutual respect. The Constitutional Court has also to establish large contacts with the constitutional supervisory bodies of foreign countries and international organizations and these ties should contribute the mutual benefit of the national and international law. The international conference dedicated to the jubilee of the Constitutional Court serves just this goal.
