Development of state governance in Azerbaijan highlighted at IPU Assembly

Speaker of the Milli Majlis Sahiba Gafarova delivered a speech at a meeting of the 153rd Assembly of the Inter-Parliamentary Union (IPU), held in Arusha as part of her working visit to the United Republic of Tanzania.
During the general debate on Enhancing Good Governance and Empowering Communities through Inclusivity, Trust and Opportunities for All, Gafarova stated that effective governance is associated not only with efficient institutions, but also with people's trust in them, participation in decision-making, and equal opportunities to contribute to society.
Referring to the measures taken in Azerbaijan to improve state governance, expand digital solutions, increase the accessibility of public services, and strengthen citizen participation, the Speaker of the Milli Majlis pointed out that the parliament also contributes to these efforts. She said that modern technologies expand interaction with citizens and increase access to information about parliamentary activities. At the same time, Azerbaijan has established legal and institutional mechanisms to ensure the direct participation of citizens and civil society in the legislative process.
Gafarova stated that public hearings and discussions are also crucial mechanisms for public participation. Representatives of state agencies, experts, civil society organizations, and members of the public are involved in discussing draft laws and matters of public interest. She noted that between 2021 and 2026, the Milli Majlis held 49 public hearings and six public discussions. These mechanisms allow the parliament to listen to diverse perspectives and strengthen ties with society.
The Speaker of the Parliament also provided information about other digital tools utilized by the Milli Majlis. In addition, She higlighted the parliament’s efforts to ensure inclusiveness. In this regard, information was provided on the special attention paid by the Azerbaijani parliament to the participation and rights of women, youth, and persons with disabilities, as well as efforts to develop relevant legislation in this area.
In conclusion, the Speaker of the Milli Majlis stated that the IPU provides an important platform for exchanging experience and strengthening the role of parliaments in building more open, inclusive, and trusted institutions. She noted that by strengthening participation and ensuring that every voice is heard, communities can be empowered, thereby contributing to more resilient, peaceful, and sustainable societies.
