American `The Hour` publishes article entitled ` Azerbaijan should not be given aid`
Washington, April 16 (AZERTAC). American daily newspaper `The Hour` published an article entitled ` Azerbaijan should not be given aid,` written by the member of the U.S. Azeris Network (USAN) Elshan Aliyev.
The author says that as an American, I conditionally support the White House foreign aid budget released on April 10. I want to especially emphasize the importance of two somewhat obscure issues: 1) to make sure that no direct aid is provided to the Armenia-occupied Nagorno-Karabakh region of Azerbaijan, and 2) that Azerbaijan, a very strong U.S. military ally, gets Foreign Military Financing (FMF) and International Military Education and Training (IMET) aid on par with Georgia, another U.S. ally. Note that all Administrations, correctly, never succumb to the pressure from some special interest groups, and never request any aid for the Armenia-occupied Nagorno-Karabakh (NK) region of Azerbaijan. I don't want to see my taxmoney and my Congress provide any direct aid to that occupied region which is a black hole where Armenia grows and transits narcotics and drugs, funnels its illegal arms trade with Iran, Libya, and Hezbollah, and makes lives miserable for Azerbaijani civilians.
The article reads that Armenia`s illegally occupied NK region belongs to Azerbaijan and should not be receiving direct aid that bypasses our strategic ally, Azerbaijan. Armenia militarily occupies Azerbaijani territories such as NK in violation of U.S. and international law.
U.S. should not be the only country in the world to allocate aid directly to the occupied NK region, bypassing central authorities in Baku. U.S. does not give any direct aid to similar post-Soviet conflict zones such as Abkhazia (Georgia), South Ossetia (Georgia) and Transdnistria (Moldova), not to mention many other similar regions around the world, such as Chechnya in Russia, or Palestine - then why provide any direct aid to the Armenia occupied NK region of Azerbaijan?
Because Armenia militarily occupies some 16 percent of Azerbaijan and thus commits action in violation of the territorial integrity or national sovereignty of another Independent State of the former Soviet Union, such as violations included in the Helsinki Final Act, per Section 7070 of the FY2012 Conference Report and other relevant U.S. laws, then none of the previously appropriated or funds under consideration shall be made available for assistance to Armenia. Thus, there should be no aid to Armenia (except for democracy-building and promotion of human rights). Thus, Armenia-occupied Nagorno-Karabagh region of Azerbaijan should not be given any direct aid, as it's against even the U.S. law (see Section 7070 of the Conference Report FY2012, House Report 112-331), whilst Azerbaijan should be receiving more in FMF and IMET aid, on par with Georgia.
