A joint UN and OSCE counter-terrorist conference has began in Austrian capital with a minute of silence as a token of sorrow at those killed by terrorist attacks in Spain. Opening the conference, Secretary of OSCE Jan Kubish expressed regret at numerous victims of the terror act in Madrid, and urged religious and international organizations to unite efforts for combating the international terrorism.

Chairman of the UN’s Counter-terrorist Committee, Ambassador Inosensio Arias called on the UN and OSCE to intensify their joint activity saying cooperation between the two organizations must become and example for other international structures.

Executive Director of the UN Bureau on Fight against drugs and organized crime Antonio Maria Costa described the international terrorism and organized crime as interrelated phenomena. According to him, both terrorism and organized crime are operating in the “black market” and acquire “toolkit” to commit terrible actions beyond the laws of civilized society.
