Dear President Aliyev,

I want to offer my congratulations on your re-election. Over the last few decades, no doubt our two countries have developed a growing and dynamic sense of partnerships centered around many common goals and interests. Thank you for standing with the United States Military in places like Afghanistan, Iraq and Kosovo.

In the days ahead, let us continue to build a lasting friendship to help our respective countries and the people we serve on a daily basis. Though we face many global challenges, it is my hope that we will keep growing together to promote justice, rule of law, and economic development between our countries and around the globe.

It was a great honor and privilege to be a part of the Congressional delegation that met with you back in July. I look forward to visiting again soon either there in Baku or in Washington DC. Best wishes to you and all of the Azerbaijani people as you lead your nation forward.
