INT’L CONFERENCE ON COMBAT AGAINST GENOCIDE CRIMES
Azerbaijan at the Conference was represented by delegation comprising the acting military prosecutor of the Republic Ilham Mammadov, inspector of Azerbaijan Office of Interpol Fuad Akhundov, expert Ramin Aliyev and representative of the Embassy of Azerbaijan in France Masim Mammadov.
At the Conference conducted with the participation of over 100 representatives from 66 world states, as well as prosecutors of the numerous courts of different countries and International Tribunals, representatives of International Criminal Court and European Police Organization, Central Secretariat of Interpol, in detail discussed were the actual problems of organizing combat against war crimes, crimes connected with genocide and inhuman crimes, as well as issues of expedient coordination of the efforts of world states in this field.
In the report of acting military prosecutor Ilham Mammadov on a theme “Experience of Azerbaijan on investigation, proceeding of war crimes, crimes of genocide and inhuman crimes and punishment for them” it was in detail spoken about crimes of the Armenian aggressors who have carried out a genocide concerning Azerbaijanis, living in Armenia and the Nagorny Karabakh region of our Republic.
On the concrete facts it has been told about the sufferings caused approximately to 200 thousand of Azerbaijanis, deported at the end of the last century from various cities and villages of Armenia, on the Khojaly genocide, occupation by the Armenian separatists in Nagorny Karabakh and armed forces of Armenia of 20 percent of our lands, as a result of which were killed more than 20 thousand people, wounded over 50 thousand, 4928 person, including 56 children, 327 women and 364 old men were missing. Were burnt and destroyed more than 900 settlements and 4366 objects of public assignment, on the evil deeds accomplished with infringement of norms of the international law against the prisoner Azerbaijanis. The report was accompanied by visual aids and the slides reflecting marked questions.
In the report, necessity of establishment has been underlined according to the international practice on the basis of the international principles of the persons who have made war crimes and crimes connected with genocide, their attraction to the criminal liability and bringing to court, irrespective of prescription and blanks in national legislations, elimination of principles of the approach to the given questions from the position of double standards, application against the states supporting in this or that form of crime of the said category, joint international sanctions. Offers of delegation of Azerbaijan have found the reflection in final documents of the Conference.
