Japan to ease personal info protection to push AI development

Japan plans to ease legal restrictions on the use of personal information to accelerate the development of artificial intelligence while penalizing violations, a source familiar with the matter said Friday.
A draft bill calls for revising the personal information protection law, including enabling third parties to obtain individuals' sensitive information -- such as medical history and criminal records -- without consent for the purpose of statistical data generation, according to Kyodo.
Under the current law, consent is required to provide personal information to a third party.
The draft bill also calls for introducing administrative monetary fines to prevent the use of data for profit.
This covers cases of serious human rights violations by businesses that unlawfully acquire and sell personal information of more than a thousand people. In such cases, they will be charged an amount equivalent to the profit gained through the misconduct.
A government panel has been considering a revision of the law since 2023, as the law requires a review every three years.
