RUSSIA’S COUNCIL OF FEDERATION PREPARE LAW ON TRANS-BORDER COOPERATION
One of such questions, Mr. Markelov named trans-border cooperation and issues of activity of special services on the borders - frontier service, customs service, and electronic service. He stated that as a result of joint visit with Azerbaijani parliamentarians to the pre-frontier regions and studying situation in places, it was received many claims from the citizens and entrepreneurs form both sides. Thus, the work in the pre-frontier regions was assessed as unsatisfactory.
Starting from this, Mr. Markelov stressed, in the RF Council of Federation currently is being discussed and recently would be submitted for consideration at the State Duma the draft law “On Pre-frontier Cooperation”. This law concerning pre-frontier regions first will concern the citizens of CIS. The Law will stipulate status of the trans-border regions of Russia, also suggested are actions connected to simplification of trans-border cooperation and inter-action of population, living at the territory of the borders. K. Markeolov disclosed that the said Law defines status of the trans-border region.
“The necessity for adoption of such a law is connected to the fact that we understand that we are connected with cultural, economic and human links, and simply it is inadmissible to become estranged from each other. Very important role in this play the trans-border trade that can bring serious economic profit to both Russia and Azerbaijan”, he emphasized.
