Azerbaijan celebrates Constitution Day
Baku, November 12 (AZERTAC). Azerbaijan has been celebrating “November 12” as a Day of Constitution for 18 years since 1995 when the constitution was adopted through a referendum in the country.
The Basic Law for State went into force on November 28, 1995.
It was the first constitution for independent Azerbaijan and the 4th for the country.
The history of the Constitution of Azerbaijan dates back the USSR times.
The first Constitution of Azerbaijan was adopted on May 19 in 1921 at the 1st All-Azerbaijani Soviet Congress.
The renewed version of the country’s constitution which was adjusted to the constitution of the USSR was adopted on March 14, 1925 at the 4th All-Azerbaijani Congress.
The last Constitution of the Azerbaijan SSR was adopted on 21st of April in 1978 and was also adjusted to the Constitution of the USSR.
A need to pass a new constitution arose when Azerbaijan gained its independence.
A commission was established under the guidance of national leader Heydar Aliyev. A draft document was submitted via a referendum and the first constitution of independent Azerbaijan was adopted on November 12, 1995.
The first constitution of independent Azerbaijan was the basis for the country’s state building after the fall of the Soviet Union. The document consists of 5 sections, 12 chapters and 158 articles.
