DEATH TO BE COMMUTED TO LIFE IMPRISONMENT IN KAZAKHSTAN
Kazakhstan plans to commute death penalty to life imprisonment beginning from January 1, 2004. The country’s Justice Minister Onalsyn Zhumbayev announced at the Government sitting the relevant draft law had already been worked out. He said the building of a new settlement for life-termers in expected to be launch soon in Pavlodar. For the time being, according to the Minister, 55 thousand prisoners are serving their sentences in 81correctional facilities; their number, however, has reduced by 10 thousand for the last year. ’70 percent of the prisoners are those committed grave and most grave crimes., the minister added.’
