Regular session of the Central Election Commission under presidency of Mazahir Panaohov was held on 20 April.

In the beginning, protocols of sessions of the Central Election Commission held on 1, 3, 5, 8, 13, 15, 20, 27 October and 25 December 2003 have been enacted.

Then, the information of the Secretary of Central Election Commission Ingilab Nasirov on discontinuance of powers of deputy Milli Majlis of Azerbaijan Republic Ali Mammad oglu Abbasov has been heard. He informed, that in connection with appointment as Minister of Communications and Information Technologies of the Azerbaijan Republic A. M. Abbasov appeals about discontinuance of his powers as deputy of Milli Majlis. The Central Election Commission has accepted the decision about the discontinuance of deputy powers of A. M. Abbasova.

The vice-chairperson of the commission Svetlana Gasymova has informed on the offer of district election commission of Sabirabad-Kurdamir constituency number 65, and the secretary of Central Election Commission Vidadi Mahmudov - about offers of district election commissions of Sabunchi-Surakhani number 32 and Geychay –Agdash 89 constituencies in connection with modification in structure of the corresponding district election commissions. The Central Election Commission has accepted the decision about modification in structure of the said district election commissions.

The Central Election Commission has considered the problem on the reference in court in connection with the decision of district election commission of Sabail constituency # 29 from February 25, 2003. It was decided to address in court with a question on the prescheduled discontinuance of powers of the member of the district election commission of the mentioned constituency Ashrafov Талеh Anvar oglu due to inability on regular basis to perform his powers.

At the session of the Central Election Commission attending were representatives of the International Fund on Election Systems, embassies of the US, local and foreign mass media.
