AZERBAIJAN OMBUDSMAN AND OSCE CARRY OUT JOINT PROJECT
As was informed, Ombudsperson of Azerbaijan Elmira Suleymanova has told about the joint project to be carried out on the basis of the arrangement achieved with representation of OSCE in Azerbaijan. It has been marked that the purpose of the project consists in investigation of the facts of infringement of human rights in isolators and places of the custody, and also propagation among the law enforcement bodies of the principle of supremacy of law.
The group of fast investigation created on the project will carry out survey the isolators on the basis of complaints, and also on its initiative - on regular basis to carry out monitoring. Employees of the Ministry of Internal Affairs and bodies of Prosecutor Office, representatives of NGOs will be involved in monitoring. Members of group within 24 hours (round- the- clock) will urgently answer the received complaints and also inspect the specified place, express attitude to each message. The project, mainly, will cover police departments of Baku.
Acting chairman of the OSCE Baku Office Mr. Robin Sword has noted value of the carried out project, has emphasized, that the Ombudsman institute would be rendered assistance in activity of group of fast investigation, definition of technical equipment and forms of monitoring.
The Project will end in December 2004.
