BAKU HOSTS FORUM ON HUMAN RIGHTS AND DEMOCRATIZATION
Having welcomed participants of the Forum on behalf of Minister of Internal Affairs, general - colonel Ramil Usubov, the deputy minister, general - lieutenant of police Oruj Zalov in detail informed representatives of embassies of the COE member-states, and also the USA and Kazakhstan in our country on the work done by the Ministry of Internal Affairs in the field of maintenance of the rights and freedom of the person and citizen. He has noted that after gaining independence Azerbaijan has faced heavy problems, that after returning in 1993 of our national leader Heydar Aliyev top under the urgent requirement of people to political management, strengthening of political system, realization in our country of radical democratic, legal reforms in all spheres have begun work on the state construction, cease-fire has been achieved, measures for increase of professionalism of the staff, constructions of operative - service activity at a level of the international standards have been accepted.
The deputy minister has emphasized, that great work was done in the field of amplification of combat against criminality, strengthening of legality and the law and order, at qualitatively new, high level the basis of conducting combat against criminality was laid, as a result of the preventive measures carried out in these years, have been withdrawn 15 thousand units of illegally stored weapon, the armed groups which have carried out illegal activity in Ganja, Barda, Balakan-Zagatala regions were neutralized, a plenty of the weapon, ammunition withdrawn from them, even has been prevented attempts of coup d’etat. More than 6 thousand people, which were taking place at that time in search, have been detained and brought to response.
Touching upon the cooperation of the Ministry of Internal Affairs with the international organizations, adoption of some important normative documents directed on creation and strengthening of legislative base, police regulating work, the deputy minister has noted that today the Azerbaijan Republic takes last place among the CIS states on quantity of crimes. The period after 1996 was a successful stage in the field of protection of the rights, property of citizens, combat against criminality. In comparison with 1992 in 2003, the quantity of crimes was reduced to 32,2 percent, deliberate murders - in 3,1 times, the facts of robbery - in 4,1 times, the crimes committed with application of fire-arms, - in 10,8 times.
It has been marked, that in the field of reception of citizens, duly and objective consideration of their applications and complaints, the management of the ministry in 2003 has received 277 citizens in 7 regions covering 47 cities and areas, their applications and the complaint have been taken under the control, overwhelming majority of them have found positive decision. As a whole, 201 citizens have been received the last year in the Ministry.
Participants of the Forum also have been in detail informed on drawing up in the Police Academy of the textbook “Human rights and police”, improvement of quality of training, direction of our employees on corresponding rates in the USA and Egypt. It was spoken also about updating of isolators under custody in full conformity with the European standards, daily delivery of newspapers to them.
