In spite of the fact that all offers of the expert of the Council of Europe, concerning improvements of the bill “On public TV”, have been taken into account, some from them contradict amendments of the Council of Europe. As correspondent of AzerTAj informs, MP Rizvan Jabiyev, the head of working group on preparation of the bill has told these words at the press conference held by him on May 24.

According to the head of working group, the bill already went for examination to the Council of Europe three times. In spite of the fact that the Council of Europe each time as a whole allowed positive response, the project came back because of small remarks.

The President of Azerbaijan, having taken for basis these remarks, has imposed the veto on the Law.

The working group counts that remarks and offers of the Council of Europe to the third variant of the project, contradict requirements of the Council of Europe and the international practice.

Considering that the developed situation is connected to wrong translation of the project, inexact understanding by the expert of some positions, the working group has invited the expert to Baku.

Rizvan Jabiyev has cleared up and other questions. He has told, that the public TV will be created on the basis of the State Broadcasting Company. And as to the question - whether there will be a State TV or not, - that it enters into powers of the President. The Public TV Council will be formed on the basis of candidates from 9 public organizations. The Milli Majlis (Parliament) will ratify 9 of 18 candidates who have been put forward by public organizations and associations.
