FIRST SESSION OF THE COUNCIL OF MANAGEMENT OF PUBLIC SERVICE HELD

As informs AzerTAj, on April 21, the first session of the Council of Management by Public Service of the Azerbaijan Republic was held at the Presidential Palace. 18 members of the Council of Management have taken part in the session: of them, 6 were members appointed by the President of the Azerbaijan Republic according to Regulations of the Council, - the head of Administration of President Ramiz Mehdiyev, chief of General Department of the Administration Suleyman Ismayilov, head of the Administrative and Territorial Management Department Yusif Humbatov, head of the department of Cabinet Agabala Hajiyev, minister of youth, sports and tourism Abulfaz Garayev, rector of the Academy of Public Administration under the President of Azerbaijan Republic Seyfaddin Gandilov. The members appointed by Chairman of Milli Majlis - vice-president of the standing committee of Parliament on human rights Rabiyyet Aslanova, the MP, executive secretary YAP Ali Ahmedov, Minister of Finance Avez Alekberov, chairman of the standing committee of Parliament on science and education Shahlar Askarov, the vice-chairman of Supreme Majlis of Nakhchivan AR Zahid Azimov (first vice-chairman of Milli Majlis Arif Rahimzade did not take part in session in connection with his visit to Moscow); the members appointed by Chairman of the Constitutional Court, - president of NAS of Azerbaijan Mahmud Karimov, chief of the legal department of Cabinet Gunesh Veliyeva, head of the MM legislation department on state construction Latif Huseynov, head of department of the legislation and legal propagation of Ministry of Justice Dilara Rahimova, head of the department of questions of constitutional law of Constitutional Court Durdana Mammadova, head of the department of the international relations of Parliament Namig Aliyev, and also the invited persons.

Opening the session, the head of President Administration Ramiz Mehdiyev spoke of the agenda. The agenda included questions of election of chairman of Council of Management of Public Service, election of chairman of the commission on struggle against corruption at the Council and preparations of samples of tests for the test examinations for reception on public service in the state bodies.

During discussion of the first question, it was offered elect the head of President Administration Ramiz Mehdiyev as Chairman of Council of Management of Public Service. Members of the Council have unanimously voted for the given offer.

In connection with the second question, chairman of the Council Ramiz Mehdiyev informed, that at the Council of Management of Public Service has been created a Commission on struggle against corruption comprising 11 persons: the members appointed by the President of Azerbaijan, - Ramiz Mehdiyev (the head of President Administration), Ramil Usubov (Minister of Internal Affairs), Shahin Aliyev (the head of the department of the legislation and questions of legal examination of Administration of the President), Fuad Alaskarov (the head of the department on work with law enforcement bodies of Administration of the President); the members appointed by Milli Majlis – Ziyafet Aslarov, (vice-chairman of Milli Majlis), Ali Ahmedov (executive secretary of YAP), Latif Huseynov (the head of a department of the legislation on the state construction of parliament), Bakhtiyar Aliyev (MP); the members appointed by the Constitutional Court - Farhad Abdullayev (chairman of the Constitutional Court), Sudaba Hasanova (chairperson of the Supreme Court), Zakir Garalov (the prosecutor general).

Then, discussed was the question on election of chairman of the commission. Members of the commission have unanimously elected Chairman of Council Ramiz Mehdiyev as Chairman of the Commission on struggle against corruption at the Council of Management of Public Service.

According to the Order of the President of the Azerbaijan Republic from March 3, 2004 on the Law of the Azerbaijan Republic “On struggle against corruption”, the Cabinet in three-month term should prepare and present the President of the Azerbaijan Republic the project on “Regulations on the Commission on struggle against corruption at the Council of Management of Public Service”.

During the discussion of the question on preparation of samples of tests, Chairman of Council has noted, that this work should be done at participation of the State Student Admission Commission (SSAC), possessing experience in the said field.

Chairperson of SSAC, Maleyka Abbaszadeh informed, that together with TACIS program, the working group in staff of representatives of the various ministries and organizations, with attraction also the international experts is engaged with the said question, and within the nearest ten days the project of samples of tests would be submitted to the Council.
