HOW THE USA IS GOING TO PROVIDE DIVERSITY OF POWER SUPPLY?
Alan Larson has reminded that though recently were made investments into development of new alternative power technologies, in the coming years global demand for oil and gas will continue to grow. Greater part of demands of the US, their most important allies and economic partners in oil and gas is satisfied due to import.
The shock phenomena in the field of maintenance of oil occurring in any part of the world can by means of instant operations in the international markets of oil influence on economy the USA. Alan Larson has noted that difficulties of similar kind determine our concepts on power safety and confirm that there should be created reliability in power supply. In his opinion, this reliability can be received by two ways: achievement of variety of energy sources and creation in the countries obtaining energy carriers, transparency and favorable investment environment.
Explaining this idea, Alan Larson writes: “A number of regions continues to involve growing interest of the power companies of the United States and other countries of the world. We mark interesting prospects concerning a large-scale oil recovery and gas in the Caspian region, Russia, the Western Africa, Northern and South America. The Near East also promises increase in oil recovery and gas. The purpose of our policy in each of these regions consists in support of the leading part of private sector in development of power resources, decrease in the political uncertainty, capable to prevent necessary investments”.
Concerning the Caspian region Alan Larson has stated the ideas as follows: “Due to the opportunity to increase daily extraction from 1,6 million (2001) up to 5 million barrels (2010) the Caspian region possesses huge potential. Now the basic directions in development of the Caspian power are those: to construct the Southern - Caucasian gas main, having established, thus, the second support of power corridor East-West to improve the common investment environment on region, to attach the Kazakh oil to the East-West corridor. The ramified pipelines delivering resources of the Caspian to the world market strengthen sovereignty and economic development of the new states of region”. In opinion of Alan Larson, activity of the United States in the Caspian region does not contradict efforts of Russia on development of its potential in the field of export of energy carriers.
