MEETING WITH HEADS OF POLITICAL PARTIES REPRESENTED IN MILLI MAJLIS
In the meeting, discussed was mainly fulfillment by Azerbaijan the obligations taken before the Council of Europe, and the problem of resolution to the Armenia-Azerbaijan, Nagorny Karabakh conflict.
Executive secretary of the Yeni Azerbaijan Party Ali Ahmadov, chairman of the “Ana Veten” Party Fazail Agamali, chairman of the Popular Front Party Ali Kerimli, chairman of the Civil Solidarity Party Sabir Rustamkhanli, chairman of the Party of Social Welfare Khanhuseyn Kazimli, chairman of the “Yurddash” Party Mais Saferli, representative of the Communist Party Rauf Gurbanov expressed their interest in development and expansion of co-op with the CE. It was noted that cooperation makes responsible both sides. It means both sides should implement their mutual obligations. One of the CE member-state – Armenia has occupied the territories of another CE member-state- Azerbaijan, however, sanctions are not opposed towards the aggressor. On the other hand, same obligations are inflicted upon the aggressor and the victim. In particular, there should be definition towards the obligations on settlement of the conflict. It is necessary to openly demand from Armenia pullout its armed forces form the occupied areas. Presence of conflict is a threat for the South Caucasus and impediment for economic development of the entire region. The Council of Europe should state its resolute position in the question.
Heads of political parties stated that since the armed forces of Armenia are not withdrawn from the occupied territories, it is impossible cooperate with the aggressor-country. They made proposal on creation in the Council of Europe of a commission to engage in settlement of the conflicts.
Mr. Bruno Haller, noting that PACE is an only structure engaged in public debates, emphasizing that he nicely understands that the Karabakh problem is very painful for Azerbaijan, that patience of the people is not endless. Nevertheless, resumption of military acts will cause new victims, new graves of sheihds at the graveyards. In the obligations of both countries, therefore, it is demanded to prefer peaceful way of settlement of the conflict. The Secretary General promised to pass to the relevant officials of PACE offers and proposals of the heads of political parties. He also expressed confidence that the PACE report would be fair.
