MM DEPUTIES DISCUSS DRAFT LAW “ON EDUCATION”

A scientific-practical seminar on draft law “On Education” took place at the Milli Majlis, June 3. MM deputies, workers of science and education, heads of higher education institutions attended the seminar.

Opening the seminar MM chairman Murtuz Alasgarov noted that draft law “On Education” had been considered in the first reading 5 years ago but not gone to the second reading because of some existing contradictions in the paragraphs. Providing that society demands the soonest passing of this law, MM leadership applied to the President in this respect. Taking into account President’s recommendations it was decided to conduct a seminar. The law is to be passed in June during the MM session.

Then, chairman of the MM permanent commission on science and education matters Shahlar Asgarov reported on the draft law. He said that the law being the framework document defining the main principles and standards of the education system and its management, relationships between the participants of the teaching process, their rights and goals is the basis for adoption of relevant laws.

The paragraphs concerning the election of education institutions heads, admission mostly fueled the debates over the draft law. The paragraph named higher professional specialized education says the education of specialists in the higher education institutions is being carried out in two steps – bachelor and master degrees. Persons get an academic degree either obtaining doctorate or being an author of dissertation. Some deputies proposed to allow the post-graduate study to exist for a while.

The disputed paragraph 25 stipulates the admission to higher and secondary professional specialized education institutions in two stages. The first stage defines the level of student’s knowledge by the single state examination while in the second one - the commission formed by the education institution admits entrants taking into account the single state exam and results of the common education.

Chairman of the State Students Admission Commission Maleyka Abbaszadeh, MM deputy, rector of the Institute of Architecture and Construction Gulchohra Mammadova, academician Teymur Bunyadov, and chairman of the permanent commission on agrarian policy Eldar Ibrahimov opposed the new students admission system and suggested to keep it unchanged.

The first deputy chairman of Milli Majlis Arif Rahimzadeh, Minister of Education Misir Mardanov and others gave recommendations on this draft.

MM chairman Murtuz Alasgarov gave instruction to the working group, permanent commission on science and education matters to reconsider the deputies’ remarks and proposals and bring this document to Milli Majlis’s consideration.
