As informs AzerTAj, during discussions, the deputies have agreed to recognize some legislative acts, but at the same time have objected to the changes offered for entering into the Article 25 of the Law «On prevention of physical inability, rehabilitation and social security of invalids».
In the existing variant of the said Article is stated that one of the 25 workplaces available at the enterprises, in establishments and organizations, irrespective of the form of property, intended for invalids. In offered change, the specified figure is withdrawn and noted that for invalids is established the quota in the order stipulated by the legislation.
In opinion of Members of Parliament, using it, the enterprises, establishments and the organizations will evade from display of care for needy layers of society, in particular, invalids. Authors of the project have stated that the mentioned change is directed on social protection of invalids. As they said, earlier employers, approving that they have no 25 workplaces, refused to employ invalids. New change serves elimination of similar pretexts.
Not agreed with the said explanation, deputies have returned the project in working group for the further improvement.
Then, discussed was the bill «On introduction of amendments and supplements in the Law «On melioration and irrigation» and some other acts».
Chairman of the standing committee on agrarian policy Eldar Ibrahimov has noted that according to the mentioned law, since 2000 on places was started creation of associations of users of water, and now function more such 500 structures. However, in view of absence of the law concerning associations, they are registered as society with limited liability because of what their charters contradict tasks of associations.
Deputies have recognized the amendments and supplements and have ratified the project.
Then, discussed was the bill «On national safety» in the second reading. Discussion of the document will be continued at the following session.
