PRESS CONFERENCE IN THE INTERIOR MINISTRY

On August 10, Minister of Internal Affairs colonel-general Ramil Usubov has held a news conference for representatives of mass media.

Opening the conference, the head of the press-service of ministry Sadig Gezalov has noted that law enforcement bodies of Azerbaijan in combat against criminality successfully pursue the policy, basis of which has been incorporated by our national leader Heydar Aliyev and which is continued by President Ilham Aliyev and also has told about the achievements gained in this sphere last years, and about maintenance of irreversibility of stability in our country.

Having noted, that the purpose of today's conference is to meet journalists, to answer questions disturbing them, to give all-round information on condition of combat against criminality in our country, protection of social order, internal stability, Minister of Internal Affairs Ramil Usubov has especially emphasized value of the orders and Decrees signed by the President of Azerbaijan Ilham Aliyev on June 30 current year, has noted, that in the “State program on improvement of activity of bodies of police in the Azerbaijan Republic” which will create a turning point in activity of police in the near future, comprises questions of expansion of connections of the Azerbaijan police with citizens, representatives of media.

The Minister has reminded, that after gaining state independence, the big problems of Azerbaijan, including aggression of Armenia against Azerbaijan with territorial claims, its heavy consequences, incompetence of the then authority, unconstitutional struggle of various parties for power and its heavy consequences were very negatively reflected on then criminal conditions. 1992-1993s are considered as the most intense years of criminal conditions in Azerbaijan. During this period, took place about 26 thousand crimes.

Mr. Ramil Usubov has noted, that only after returning of our national leader Heydar Aliyev in second time to power, since the end of 1993, within two years the criminal conditions has been completely taken under the control. Due to the successful reforms conducted under the direction of Heydar Aliyev, organization of law enforcement bodies, from the end of 1996 there was established in our country stability. For the passed years, this stability has been maintained and strengthened, the general level of crimes every year was reduced. Results of combat against criminality in Azerbaijan within last 10 years are really pleasant. For this period, the general crimes were reduced to 30,9 percents, crimes on everyone 100 thousand person - for 36,8 percents, grave crimes have decreased by 3,6 times in comparison with 1992-1993s. These years, reduction in separate kinds of crimes went more intensively. So, cases of thefts as a whole have decreased by 5,2 times, theft of vehicles, that is the facts of stealing - more, than by 24 times.

All these indices give reason to speak that the policy pursued under the direction of the national leader of Azerbaijan people Heydar Aliyev within last ten years, yields the positive results and in sphere of combat against criminality. President Ilham Aliyev who today consistently, successfully continues this policy, pays great attention to preservation of stability, internal calmness, social order in our country and demands from heads of law enforcement bodies, all structures taking place in their submission even more to strengthen the activity in this direction.

Having noted, that all departments of the Ministry do all to maintain calmness, protection and preservation of the law and order at high level, tranquility of citizens, Ramil Usubov highly has estimated the established links between police and the public and citizens, has expressed deep gratitude to staff of police.

Having touched large structural changes, reforms in the Ministry of Internal Affairs, having reminded about creation within last ten years in system of the ministry of the new structures adequate to modern requirements, - the press-services, managements on work with staff, combat against the organized crime, internal investigations, internal security, combat against trade in people, the Minister informed that the laws “On Police”, “On operational-investigation activity”, “On service in police” and other documents regulating activity of law-enforcement bodies have been adopted, has told, that these documents were adopted in parliament after responses about them by highly skilled experts of the European countries, and now the Azerbaijan police operates within the framework of these laws.

Minister Ramil Usubov, having emphasized, that in activity of employees of law-enforcement bodies, special attention is given to protection of human rights and that within last five years to Azerbaijan experts from the various states of Europe have been invited, has noted value of the trainings which have been carried out by them with heads of relevant structures.
