“TRANSPARENCY IN ECONOMY SHOULD BECOME major CRITERION”
At the session delivered were lectures on the topic “Development of the Caspian region – the role, strategic purposes of the international public organizations, their influence on regional and local economy”.
In S. Sharifov's opening address he has noted, that till 1993 the economy of Azerbaijan was on the verge of disorder, from second half of this year due to intense work of our national leader Heydar Aliyev began its revival. He has emphasized, what exactly as a result of foresight of our great leader in 1994 has been laid foundation of the oil strategy fruits of which are today available. Azerbaijan has turned to the state occupying a worthy place among the countries of the world, is the most authoritative country of region, and its capital Baku - the center of the oil and gas industry.
Having noted, that in the Republic, the important measures are taken on increase of well-being of people and liquidation of poverty for what the Oil Fund has been created, in management of incomes of which practical efforts on achievement of the maximal transparency are undertaken, S. Sharifov has emphasized, that Azerbaijan has joined the international initiative of transparency, that under the instruction of President Ilham Aliyev the special commission has been created.
The chief banker of the European Bank for Reconstruction and Development (EBRD) on natural resources Ms. Charlotte Philips in her statement “Transparency and consecution of oil and gas projects” has expressed satisfaction in connection with the Conference carried out under the motto of transparency, and has told: “The European Reconstruction and Development Bank created in 1991, has turned today to a structure financing all over the world such large-scale projects, as the export oil pipeline Baku-Tbilisi-Ceyhan. We, within the limits of our opportunities are interested in performance of mission on financing the projects directed on development, besides such projects serve steady long-term development of future generations. Such projects get support as of the government, the non-governmental organizations, and also the population, therefore in the question of granting and repayment of the debt there cannot be any problems. One of the major conditions, as it has already been marked, is the question of transparency, as where there is transparency, does not remain places of corruption. Ms. Philips has noted, that in Azerbaijan there were extremely favorable conditions for investments into various branches of economy, delivery of the credit.
The leading economist of management of the World Bank on the Southern Caucasus, Europe and the Central Asia Christian Petersen dwelt on the topic the role of the World Bank in direction in the poor countries of resources of the market of the capital, and also donor resources for liquidation of poverty, also touched the situation in the CIS countries, having noted, that in this region there many highly skilled manpower, is equal as exist such rich oil and gas of the country as Azerbaijan and Kazakhstan, that is enough capital and manpower. He has regarded the “State program on reduction of poverty and economic development in the Azerbaijan Republic for 2003-2005” and “State program of social and economic development of regions of the Azerbaijan Republic” as extremely important documents. The representative of Bank has emphasized, that for improvement of well being of the population it is necessary to develop alongside with oil sector and non-oil sector.
At the session, such questions as the international cooperation in the field of power, global standards on decrease in volume of burnt gas, prospect of the Organization of the Black Sea Economic Cooperation, the work done by a number of foreign companies and joint ventures, functioning in the petroleum industry of the country, prospecting drilling and new technologies, operations on import and export, manufacture of qualitative production and others were discussed.
