COUNCIL OF EUROPE WILL SEND DELEGATION TO CHECHEN AUTONOMY

As reported in press release of the Council of Europe, Andreas Gross(Switzerland) and Tadeusz Iwiсski (Poland) - Parliamentary Assembly of the Council of Europe (PACE) rapporteurs on the political and humanitarian aspects of the situation in the Chechen Republic of Russia - will visit the region from 27 to 30 August 2004 as part of the preparations for their reports.

The parliamentarians will lead a Council of Europe delegation also including Jean-Claude Frecon (France) and Pascal Mangin (France) - both members of the Congress of Local and Regional Authorities of Europe - as well as two Council of Europe experts.

The delegation is due to meet Sergey Abramov, Acting President of the Chechen Republic, Vladimir Yakovlev, Plenipotentiary of the Russian President to the Southern District, Murat Zyazikov, President of the Republic of Ingushetia, and representatives of the Chechen administration and NGOs, as well as representatives of Chechen and Ingush authorities responsible for displaced persons and refugees. The delegation also plans to visit facilities for the resettlement of these persons for an exchange of views.

As the presidential election will take place in the Chechen Republic on 29 August, the delegation is also due to meet presidential candidates during the visit.

The Assembly plans to debate the reports on “The political situation in the Chechen Republic” and “The humanitarian situation of the Chechen displaced population”, as well as a report prepared by Rudolf Bindig (Germany) on “The human rights situation in the Chechen Republic”, during its October session (4-8 October 2004).
