On September 20, 2004, on the day when Azerbaijan marks the 10th anniversary of signing of the "Contract of the century”, let to convey to you my hottest congratulations. This event became critical point in economy of Azerbaijan, and for us has turned to a symbol of carrying out by your country of open policy in the field of operation of power resources.
This Contract has played the main role and in strengthening of bilateral economic relations between our countries. Due to it, such French companies as "Entrepose", "Geoservices", "Saipem-Bos" and "Technip", engaged in gas project "Shahdeniz", establish wide and strong ties with companies - partners in your country, open thousand workplaces.
As well as yesterday, and today our companies are going to continue the leading part in development of your country. Our companies believe that Azerbaijan possesses all necessary advantages to be the important regional industrial center at realization of projects of development in the Caspian region.
There are no doubts that adoption by your country of the law giving special legal and tax statuses to cooperation in areas connected to oil, will give to them even greater pulse, will play the important role in achievement of the purposes put by you connected to steady development, opening of new workplaces and regional integration of your country.
I am well aware that you give great value to peace settlement of conflicts on Southern Caucasus. It is a necessary condition for economic development of your country and the entire Caspian region. Believe, that France and will support henceforth all initiatives directed on expansion of regional cooperation, strengthening of the world and stability, progress of Azerbaijan people and his neighbors.
