I cordially congratulate You on the occasion of 10th anniversary of signing of the "Contract of the Century”, the most grandiose agreement of the last century.
Signing on September 20, 1994, of the “Contract of the Century”, that went down the history of Azerbaijan people in gold letters, has caused a resonance all over the world. Then was made the first step of new oil strategy of the architect and founder of the independent Azerbaijan state, the national leader of our people Heydar Aliyev. Since this historical moment, the national economy began to revive and develop. Conditions for inflow of foreign investments to oil sector have been created.
All this has been connected not only with the fact that Azerbaijan was rich oil country. One of the main reasons consists in the strong political stability established in Azerbaijan where till 1994 reigned chaos and arbitrariness, where the tendencies of disintegration and partition represented real threat to existence of the state, after historical returning of Heydar Aliyev. Due to intense work, far-sighted diplomacy, successful internal and foreign policy of the ingenious person, great politician and statesman, in the country was established political stability that has played main role in strengthening foundations of the state, overcoming of the recession which has captured all spheres of life, increase of the international authority of the country, improvement of economy, creation of basis of cooperation with the large oil companies of the world.
Economic giants of the world have arrived to Azerbaijan. After the “Contract of the Century”, a lot of new agreements on development of hydro-carbonic resources in the Azerbaijan sector of Caspian has been prepared and signed. 23 oil contracts completely adequate to interests of our Republic, promoting increase of well-being of the population of the country, have introduced new breath in economy of Azerbaijan, and also, having changed the geo-politic view of region of the Southern Caucasus, have even more strengthened leading positions of our country.
According to the “Contract of the Century”, for transportation of oil to the world market, it was adopted a decision on construction of the main export pipeline Baku-Tbilisi-Ceyhan. On September 18, 2002, on Sangachal terminal, near the capital of Azerbaijan, works on realization of this grandiose project have started. On solemn ceremony taken place in this case, there was our national leader Heydar Aliyev, presidents of Turkey and Georgia, secretary of power of the USA and the president of the Azerbaijan International Operational Company.
Due to the work done for realization of the "Contract of the Century”, the petroleum industry of our country has been reorganized, the highly professional national staff were prepared in this area, modern technologies were imported into our Republic, and in this connection, new branches of special transport and services, thousand new workplaces were open.
One of the major measures which have been carried out in the field of oil strategy, is connected to creation on the basis of the Decree of our national leader Heydar Aliyev dated December 29, 1999, of the State Oil Fund with the purpose of concentration of the income received during development of hydro-carbonic resources. It was the truest step undertaken with a view of maintenance of equal distribution among citizens of the means, received from rich oil resources of the country.
Thus, the alterations which have occurred in our country within ten years after signing of the "Contract of the Century”, and the work done for this time is available. All this is carried out on the strong basis created by our national leader Heydar Aliyev. Present consecutive development of economy of our Republic allows to speak confidently that under your management as the most worthy continuer of Heydar Aliyev’s policy, the economy of our country in the near future will receive further development, Azerbaijan will turn into one of the most powerful states of the world.

Once again I warmly congratulate You on the occasion of this historical day, I wish You new successes in Your tireless activity directed on successful continuation of the new oil strategy basis of which has been founded by our national leader Heydar Aliyev.
