Azerbaijan ranks third in financial stewardship among 133 countries

Azerbaijan ranked third among 133 countries in the Financial Stewardship category of the 2026 Chandler Good Government Index (CGGI) report published by the Chandler Governance Group.
According to the report, Azerbaijan ranked behind Singapore and Norway in one of the index’s main assessment categories.
The Financial Stewardship category is assessed based on four indicators:
Government debt - The ability of a government to manage its debt sustainably;
Country budget surplus – A government’s average revenue and expenditure position, based on its fiscal balance over a five year period;
Spending efficiency - The extent to which public spending translates into outcomes and services with minimal wastage;
Country Risk Premium - The risk of investing in a country due to its sovereign debt repayment ability and economic governance.
The report shows that Azerbaijan ranked first in country budget surplus, 16th in spending efficiency, and 26th in government debt.
The Chandler Governance Group (CGG) is an international non-profit organization headquartered in Singapore.
Since 2021, the organization has published a global index assessing the government capabilities, effectiveness and quality of public administration of countries worldwide.
