Minsk to host seminar on non-proliferation on 15-17 January
Baku, January 12 (AZERTAC). According to belta.by, a seminar on non-proliferation of nuclear, chemical and biological weapons and their means of delivery will be held in Minsk on 15-17 January, BelTA learnt from the press service of the CIS Executive Committee.
The objective of the seminar is to share information and best practices in the implementation of Resolution 1540 passed by the UN Security Council in 2004. The resolution obliges member states, inter alia, to refrain from supporting by any means non-state actors from developing, acquiring, manufacturing, possessing, transporting, transferring or using nuclear, chemical or biological weapons and their delivery systems.
The press service of the CIS Executive Committee noted that the participants of the seminar will discuss progress in implementing the resolution, as well as national and regional export control, national mechanisms of border radiation control and interstate coordination of efforts in the field. “The participants of the seminar will discuss physical protection, measures to control the spread of nuclear, chemical and biological weapons and associated materials and possible approaches to consolidating international efforts in this area,” the press service informed.
Demonstration of a mobile rapid response laboratory of the State Border Committee of Belarus will be held.
Taking part in the event will be government officials representing ministries, border services and customs agencies of the CIS member states, top officials of the CIS Executive Committee, representatives of the coordination service of the Council of Commanders of Border Troops, the CIS Anti-Terror Center, the bureau to coordinate efforts to combat organized crime and other types of grave crime on the territory of the CIS, the committee of law enforcement chiefs of the CIS council of customer service chiefs, the Energy and Security Center.
Invitations to take part in the seminar were sent to experts of Committee 1540, representatives of the United Nations, the International Atomic Energy Agency, the Organization for the Prohibition of Chemical Weapons, the World Customs Organization, the International Criminal Police Organization, the European Union, the Organization for Security and Cooperation in Europe, the World Health Organization.
During the three-day seminar, the participants are expected to choose best ways to implement the provisions of the resolution and measures to improve coordination and information exchange between the CIS agencies involved in export control. “They will outline measures to boost cooperation between radiation control agencies, and ways to expand instruments and mechanisms of cooperation for the further implementation of the resolution on the regional level by the member states and international and regional organizations,” the press service informed.
The seminar is organized by the CIS Executive Committee in partnership with the United Nations Office for Disarmament Affairs, the Conflict Prevention Center of the Secretariat of the Organization for Security and Cooperation in Europe and the government of Belarus.
