CEC CHAIRMAN COMMENTS ON ELECTION RESULTS PROTOCOL
Commenting on the Protocol of the Central Electoral Commission (CEC) on the results of the October 15 presidential elections in Azerbaijan, its Chairman Mazahir Panakhov said:
Having examined all voting protocols submitted from 125 constituency election commissions, the CEC has determined final results of the voting.
According to the Election Code, the protocols were submitted to CEC two days after vote. The commission did not reveal any protocol violation that confirms the opinion of international organizations that the constituency and precinct election commissions did their job professionally.
The results of the CEC inspection are reflected in the final protocol in the following order:

total number of precincts: 5359
number of precincts, in which vote was cancelled: 8
number of precincts, in which vote failed to take place: 0
total number of voters: 4,927,561
number of voters in voter lists: 4,853,268
number of voters in supplementary voter lists: 102,482
number of voters, who cast absentee ballots: 37,517
number of voters, who received absentee ballots: 65,706
number of voting papers CEC had provided to constituency commissions: 4, 903,600.
number of voters who received voting papers (turnout): 3,701,690 or 75.12% of electorate
Out of 3,700,634 voting papers in ballot-boxes, 57,760 were considered as invalid. The number of valid votes, therefore, was 642, 874.
With 3,232,259 or 88,73% of votes, Ilham Aliyev won a landslide victory over alternative candidates.

Fazil Mustafayev: 2,47%
Gudrat Hasangouliyev: 2.28%
Gulamhuseyn Alibeyli: 2.23%
Fuad Aliyev: 0.78%
