Ambassador: Renovation of housing stock is a priority task in Bulgaria

Ambassador of Bulgaria to Azerbaijan Rouslan Stoyanov stated that the renovation of housing stock through large-scale energy efficiency programs aimed at reducing energy poverty and improving living standards remains a priority in Bulgaria.
He made the remarks during his speech at the 13th Session of the UN World Urban Forum (WUF13) in Baku.
The Ambassador noted that, under the national energy efficiency programme, around 2,000 multi-apartment residential buildings have already been modernized, improving living conditions in more than 130,000 apartments. He added that work is currently continuing under the National Recovery and Resilience Plan.
He stressed that this experience demonstrates that investments in the housing sector are a key driver of urban transformation and social resilience.
At the same time, the diplomat pointed out that Bulgaria continues to face challenges such as overcrowding, energy poverty, and limited housing opportunities for vulnerable groups.
He said that in response, long-term policies are being developed, including a national building renovation plan up to 2050 and updated housing strategies, with particular attention to supporting energy-poor households and expanding access to financing and targeted programmes.
Looking ahead, the Ambassador outlined key priorities for the next decade, including accelerating renovation through sustainable financial instruments, integrating affordable housing into urban policy, strengthening links between housing and urban planning, and enhancing the capacity of local authorities.
He concluded that achieving the goals of the New Urban Agenda is not possible without keeping housing policy at the center of global priorities, as a key factor in social resilience, economic growth, and climate change mitigation.
