Azerbaijan and Georgia agree on resumption of passenger train services on Baku–Tbilisi–Baku route

As part of the visit of Georgian Prime Minister Irakli Kobakhidze to Azerbaijan to participate in the 13th Session of the World Urban Forum (WUF13), Azerbaijan and Georgia reaffirmed their strategic partnership through the signing of a comprehensive set of agreements aimed at deepening bilateral cooperation in the fields of economics, energy, and connectivity.
The signing ceremony took place in Baku on May 18 in the presence of President of the Republic of Azerbaijan Ilham Aliyev and Prime Minister Irakli Kobakhidze.
Both leaders emphasized the importance of the signed documents in expanding bilateral cooperation, particularly highlighting the strategic role of Azerbaijan and Georgia as a regional connectivity hub and the importance of further strengthening collaboration in this direction.
The signed documents include intergovernmental agreements on the supply of natural gas to Georgia, the continuation of transit arrangements for additional supplies of Azerbaijani natural gas to international markets, the supply of electricity to Georgia, and the transit of electricity through Georgian territory to Türkiye. The sides also signed a Protocol of the Coordination Council confirming the final acceptance and completion of modernization works carried out under the Baku–Tbilisi–Kars railway project.
For the implementation of these intergovernmental agreements, the respective state-owned energy companies of both countries signed Heads of Terms outlining the key commercial parameters of the fully-termed agreements to be concluded no later than October 15.
In addition, an Operating Agreement Heads of Terms was signed between SOCAR, SOCAR Midstream Operations LLC (SMO), and JSC Georgian Oil and Gas Corporation (GOGC), defining the operational terms for the Georgian section of the Western Route Export Pipeline, including the Supsa Oil Terminal and related infrastructure.
The Protocol of the Coordination Council also formalized the transfer of the relevant railway infrastructure to BTKI Railways LLC to oversee the management of the railway line, marking an important step toward strengthening regional connectivity.
The parties also agreed to resume daily passenger train services on the Baku–Tbilisi–Baku route starting from May 26.
