Anar Guliyev: Master Plans updated for 68 out of 79 cities in Azerbaijan VIDEO

Anar Guliyev, National Coordinator for WUF13 and Chairman of the State Committee on Urban Planning and Architecture, said in a statement to journalists that master plans for 68 out of 79 cities in Azerbaijan have been updated, while plans for the remaining 11 cities are currently under development.
He noted that Baku’s Master Plan, which outlines the city’s development until 2040, serves as a leading example of modern urban planning, combining compact urban growth, integrated public transport, urban regeneration, and the creation of high-quality public spaces.
Guliyev stated that housing provision remains one of the key priorities of urban development policy. Since the establishment of the State Housing Development Agency, more than 12,000 families have been provided with housing.
He also reported that approximately $14.7 billion has been invested in infrastructure and housing projects in Garabagh and East Zangezur over the past five years, with total investments expected to reach $18 billion by 2028. These projects incorporate smart infrastructure solutions, renewable energy, sustainable land use, and digital management systems.
According to him, more than half of the territory in these regions has been designated as green zones under new spatial planning documents. Special governance mechanisms, including the appointment of Presidential Special Representatives, have been introduced to ensure effective restoration efforts in Garabagh.
The Chairman added that Azerbaijan is accelerating green energy initiatives, including a solar power project in Garabagh in partnership with Masdar, as well as the Khizi-Absheron wind power plant, which will be one of the largest renewable energy projects in the region. As a result, the share of renewable energy in Azerbaijan is expected to increase from 13% to 38%.
He emphasized that Azerbaijan is ready to contribute actively to the global dialogue on climate-sensitive urban planning, digital transformation, and inclusive development, while also sharing its national experience with other countries.
