Head of Government of Mexico City: Housing is one of the key challenges in urban transformation

“Housing is one of the key challenges in urban transformation. The housing crisis affecting cities is the result of long-standing policies that have treated housing not as a human right but as a financial asset and commodity. This financialization has displaced communities, made housing less affordable for young people, and increased the risk of gentrification in cities. That is why we support access to affordable and decent housing as a fundamental human right,” said Clara Brugada Molina, Head of the Government of Mexico City, during her address at the “World Assembly of Local and Regional Governments: Local Leadership Shaping a Renewed Multilateralism” held as part of the WUF13.
Clara Brugada emphasized that housing is a key pillar of urban and community life and that the “right to the city” also means the right not to be displaced. She stressed the need for public policies based on territorial, social, and gender justice, noting that urban inequalities disproportionately affect marginalized groups. She added that fully inclusive cities require adapting global policies to local realities and turning international commitments into practical actions.
The head of Government of Mexico City emphasized that with two-thirds of the world expected to live in cities by 2050, local governments cannot remain mere implementers of external decisions. “World Urban Forum 13 in Baku delivers a clear message from cities worldwide: fear, war, inequality, and hatred must not define humanity’s future,” she outlined.
