On April 21, in the International Press Center, started a 2-day seminar devoted to discussion of the “State program on combat against corruption”. Representatives of Administration of the President of Azerbaijan, Milli Majlis, the various ministries, committees and non-governmental organizations, experts of the Council of Europe and working group of the Cabinet take part in the seminar.

As correspondent of AzerTAj informs, at the opening of seminar, speaking were the head of working group Azim Piriev, the head of department on work with law enforcement bodies of Administration of the President of Azerbaijan Fuad Alaskarov, the head of department of economic policy Mail Rahimov, the general director of Management of Criminal Problems of the Council of Europe on legal affairs Roman Chlapak, the representative of Advisory body on prevention of corruption (Great Britain) Anthony Milford

Speaking on the project “State program on struggle against corruption ”, Azim Piriyev has noted, that the document has been prepared by working group of the Cabinet on the basis of the Law of the Azerbaijan Republic from January 13, 2004 “On struggle against corruption”, Orders of the President of the Azerbaijan Republic from March 3, 2004 “On application of the Law of the Azerbaijan Republic “On struggle against corruption”. The Working Group includes representatives of Administration of the President of Azerbaijan, the Cabinet, the Ministries of Internal Affairs, National Security, taxes, finance, economic development, justice, the State Office of Public Prosecutor and the State Customs Committee. In the document, have been taken into account the requirements of the international conventions “On the criminal liability in connection with corruption”, “On the civil-law responsibility in connection with corruption”, the international contracts which participant is the Azerbaijan Republic, experience of the countries CIS and Europe, the recommendation of the World Bank. He also reminded that bases of strategic rate of the state in the field of struggle against corruption in our country have been determined by the Decree of our national leader of President Heydar Aliyev from June 8, 2000 “On strengthening of struggle against corruption in the Azerbaijan Republic”. In the same year, the corresponding Program has been prepared. However the program has not been authorized because of absence at that time of the Law “On struggle against corruption”. The project stemmed from the discussions of the said Program.

The head of working group has noted that the given Program is complex system of the measures directed on achievement of effective results in prevention of dangerous displays of corruption, increase of the responsibility of civilians and elimination of gaps in the field of legal regulation. Its efficiency depends on association of efforts of civil servants, non-governmental sector, including mass media and businessmen. At realization of the Program, should be observed such important principles, as inevitability of punishment for the perfect act, maintenance of the valid attitude of everyone to laws, transparency of activity of state bodies, elimination of administrative offences, legalization of extra charges for the done work, the statement of publicity in the field of financing political parties, direction of public opinion on the acts connected to corruption, creation of conditions for legal education.

The program will consist of 7 sections and provides realization of measures in organizational, social and economic spheres, in the field of improvement of legislative system, activity of law enforcement bodies and courts, supply with information and education, the international cooperation.

The control over performance of the Program will be carried out by the Commission on struggle against corruption at the Council of Management of Public Service. The central and local enforcement authorities, and also the state bodies will inform twice a year the Commission on performance of the measures stipulated by the Program.

Member of the State Commission of Macedonia on struggle against corruption Slagjana Taseva told about experience of the country.

The assistant manager of the administrative and military legislation department of Milli Majlis Sayyad Karimov spoke on theme “Analysis of clauses of the Law of the Azerbaijan Republic “On struggle against corruption”, and Anthony Milford - on a theme “Factors which should be taken into account at improvement of the national legislation, the general ideas connected to realization”.

The seminar will continue its work on April 22.
